L/I 0001AE: 'NewManufactured Material - First Article Not Required (Waiver) - Bid B';Required Delivery: 29 FEB 2012; Quantity: 4.00 EA, MIN 1/MAX 6(revalidation required); Destination: B SW3211. --The proposed contractaction is for supplies or services for which the Government intends tosolicit and negotiate with only one source, or a limited number ofsources under the authority of FAR 6.302. This is a full and openrequirement. All proposals received within forty-five days (thirty daysif award is issued under an existing basic ordering agreement) afterdate of publication of this synopsis will be considered by theGovernment. --A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. IAW FAR 5.207(c)(13)(ii), All responsiblesources may submit a capability statement, proposal, or quotation, whichshall be considered by the agency. --Based on market research, theGovernment is not using the policies contained in Part 12, Acquisitionof Commercial Items, in its solicitation for the described supplies orservices. However, interested persons may identify to the contractingofficer their interest and capability to satisfy the Government'srequirement with a commercial item within 15 days of this notice. --TheContractor is required to be 'Export Controlled' certified to receiveand view the drawings for this solicitation. To become certified,register at the website www.dlis.dla.mil/jcp (for guidance, go to FAQ).--Foreign owned firms are advised to contact Tina Vinson at (405)739-4353 or email tina.vinson@tinker.af.mil before submitting a proposalto determine whether there are restrictions on receiving an award.First Article testing is required to ensure the reliability andintegrity of the item and operational safety of the weapon system thatuses it. Offerors can apply for waiver of First Article approval underthe following condition(s): Offerors who have previously furnishedproduction quantities of the same article to the prime contractor fordelivery to the Air Force; Offerors currently in production of the samearticle for an Air Force contract and who have received First Articleapproval under the existing contract; Offerors who have previouslyfurnished production quantities of the same article to the Air Force,provided articles thus furnished have exhibited satisfactory performancein service in the opinion of the Air Force; and provided not more than36 months have elapsed since completion of the contract. --To beeligible for contract award, Offerors must be approved sources, inaccordance with clause, Qualification Requirements. The Government isNOT required to delay contract award to review pending Source ApprovalRequest (SAR). Therefore, Offerors are encouraged to submit SARs ASSOON AS POSSIBLE. If the Government has not completed review of a SARwhen the contract is awarded the SAR will be retained and the sourcewill be reviewed for possible source approval for future awards.
