- This is a combined synopsis/solicitation for commercial items in accordance with Subparts 12.6 and 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested; a written solicitation shall not be issued. The National Oceanic & Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce, is seeking to procure an Autonomous Underwater Vehicle (AUV) equipped with Side Scan Sonar (SSS) for the Office of Coast Survey. A Statement of Work is attached below. This solicitation is issued as a Request for Proposal. The NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and instrument Manufacturing. The NAICS code cited in this Request for Quotation is for internal business size stratification purposes only and is not meant to restrict this procurement to small businesses. Contractor quotations shall include all pricing including shipping on a FOB Destination basis. The resulting purchase order shall be awarded on a firm fixed price basis. The Government may award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-53. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: • FAR 52.212-1, Instructions to Offerors - Commercial. There is no addenda to this provision; • FAR 52.212-2, Evaluation - Commercial Items. • FAR 52-212-3, Offeror Representations and Certifications - Commercial Items. There is no addenda to this provision; • FAR 52.212-4, Contract Terms and Conditions - Commercial Items. There is no addenda to this provision; • FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items All interested contractors shall be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Catherine Perren, emailed to Catherine.a.perren@noaa.gov no later than 4:00 pm EST, September 1, 2011. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote. A statement of work is attached.
