- NAVSUP Fleet Logistics Center Norfolk (FLCN) in Norfolk, VA, 23511-3392 intends to procure a firm fixed price type contract and will utilize procedures under FAR Part 13.5 śTest Programs for Certain Commercial Items ť (Clinger-Cohen). This procurement will be set aside as a 100 percent small business set-aside. The applicable NAICS code is 517919 with a small business size standard of $25 million. The contractor shall provide lease, airtime, and maintenance services for 2,310 pagers. Pagers must have service all throughout the Hampton Roads, Va area, except where otherwise stated. Pagers will be broken down as shown: 1150 Numeric Pagers 1150 Alpha Numeric Pagers -5 pagers with nationwide service (included in the 1150 Alpha Numeric Pagers). -5 groups of pagers consisting of 51 pagers (included in the 1140 Alpha Numeric Pagers). oGroup 1 “ 10 pagers oGroup 2 “ 3 pagers oGroup 3 “ 3 pagers oGroup 4 “ 2 pagers oGroup 5 “ 33 pagers 10 two-way pagers The period of performance for the resulting contract will be for one (1) twelve-month base with four (4), twelve-month option periods including FAR Clause 52.217-8 śOption to Extend Services ť. All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 31 August 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLCN will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
