Description
Under the authority of FAR 5.202.(13), the U.S. Nuclear Regulatory Commission (NRC) intends to award a sole source purchase order to VEQTER, Ltd for the procurement of proprietary Deep Hole Drilling measurements of J-groove welds in Control Rod Drive Mechanisms and Bottom Mounted Instrument nozzles located on the Reactor Pressure Vessel head. Deep Hole Drilling is a semi invasive, mechanical strain relief technique to measure the through-wall residual stresses. Acquisition of the Deep Hole Drilling technique will allow the NRC to measure and validate through-wall weld residual stresses that develop at the J-groove welds, using non-destructive techniques. The only non-destructive or semi-destructive technique capable of obtaining full through the wall residual stress measurements without imparting significant damage to the nozzle, for this thick of a component, is the VEQTER Ltd proprietary Deep Hole Drilling technique. The estimated period of performance is six months. This notice is prepared under the authority of FAR Part 13 - Simplified Acquisition Procedures. This notice of intent is not a request for quotation. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capabilities must be submitted to Ashlee Bushell via email at Ashlee.Bushell@nrc.gov no later than 4:00 p.m. EST, on Tuesday, September 13, 2011. No request for quotation document is available and verbal request will not be honored. Responses providing insufficient information for evaluation will not be considered. No contractual document will be awarded on the basis of offers received in response to this notice.
