A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Set Aside: n/a NOTICE TEXT: The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, a Firm Fixed Price Contract for the creation of the online course module entitled, "Medical Management of Biological Casualties". IAW FAR 6.302-1 (1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), with Swank Healthcare 10795 Watson Road, St. Louis, MO 63127 as the only responsible source that can provide the customized services needed to fulfill this acquisition. The items incorporated into the contract will be, Level 1 Instructional materials in electronic form: The electronic formatted text based instructional materials, Integrated multi-media materials such as audio, images, graphics, and video appropriate for the increased comprehension of instructional materials, Integrated assessment components such as quizzes, exams, self-help learning tools, "games". Supplemental reference materials, readily accessible from within the course. Level 2, the suitable learning management enviroment containing the learning materials: Building a protype site that includes the learning management enviroment of level 1 based on the detailed needs included in the statement of work included in the solciation document. The sole source determination is based on the current mix of educational and reference materials applicable to the purpose of educating military and associated civilian personnel in the Medical Management of Biological Casualties. USAMRIID desires to contract for the remaining portion on a sole basis due to the existing courseware currently being utilized at URAMRIID. The existing courseware in its current state is not in a updatable format to accommodate the current clinical training information that is avilable for the subject matter. Without re-working the material in a architecture that is updatable, the courseware will fall out of relevance as time progresses. This project will bring together the past and current projects into a concise learning platform and re-introduce these materials in a way that could not be offered before. The civilian and DOD audience for this material and its current additions serve as direct readiness need for all healthcare professionals. Swank Healthcare is the only vendor that can bing together the past informational e-learning history that is consisten with the nrew educational needs to present all the material in a unified curriculum. Swank has decades of knowledge of the past core material along the depth of the learning and knowledge transfer needed alighns itself for this project. The North American Industry Classification System (NAICS) is 611430, Professional and Management Development Training and the Standard Size is $7.0. This notice of intent is not a request for competitive proposals. Interested parties may identifiy their interest and capabilities in response to this requirement. Responses to this announcement must be made before Friday, September 16, 2011 by 2:00 pm EST. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor to provide this service is Swank Healthcare.
