- RFQ For TEAP services at the Keystone Job Corps THIS IS A SUBCONTRACTING OPPORTUNITY Management & Training Corporation operator of the Keystone Job Corps Center is soliciting a part time (20 hour per week) Certified Addiction Counselor (TEAP) please see attached RFQ for more information. MTC reserves the right to reject any or all bids or waive any formality connected with the bids.
