- The purpose of this announcement is to provide questions and responses from REQUEST FOR PROPOSAL (RFP) DTFAWA-11-R-00008 covering the Federal Aviation Administration's (FAA) requirement for Battery Maintenance Training. 1) Does the Government have an instructors guide and student guide in use today? Yes. As stated in section C3.1, Battery Maintenance Training, the prospective Contractor will conduct battery maintenance training using Government furnished Battery Maintenance Training Course instructor and student course material, end-of-course tests, and classroom presentation material. The Government Furnished Training Material (GFTM) will not be modified by the awardee. Section-C, Statement of Work (SOW) paragraph C.4.6 lists GFTM. The Classroom Training Materials (CTM), Section-J, Attachment J.7, will be provided after contract award to the successful vendor; in accordance with Section-M, paragraph M.9. The GFTM will not be modified with the exception of refreshing course tests and is designed to specifically train on Government Furnished Equipment (GFE) listed in Section-C, paragraph C4.5 2) What training material will need to be developed? No training materials will be developed for this contract. Section L.14.2 VOLUME II - TECHNICAL APPROACH, requests that Contractor respondents provide examples of information on past or present contracts that demonstrates an ability to perform contracts similar in scope and complexity to this requirement. 3) Does the FAA want a completed instructors/student guide for one of the battery requirements submitted as part of the proposal or will a sample product of similar scope be acceptable? Section L.14.2 VOLUME II - TECHNICAL APPROACH, requests that Contractor respondents provide examples of information on past or present contracts that demonstrates an ability to perform contracts similar in scope and complexity to this requirement. As stated in L.14.2 (B) VOLUME II-B: FACTOR 2 - INSTRUCTOR GUIDE the vendor may at their discretion, submit an Instructor Guide for one module of a training course that best demonstrates instructor guide material for the basis of review. The instructor guide must be on the same training course or training course module as submitted for the Student Guide submitted in accordance with L.14.2 (C) Volume II-C. 4) Are the training courses 5 days in length with approximately 20 hours of lecture and 20 hours of hands-on lab time? These details are provided in Section-C Statement of Work, paragraph C3.4. The daily schedule is provided in Section-J, Attachment J.6A "Course Design Guide (CDG) Course Schedule. 5) Is the FAA looking to augment or change the existing training documents? Could you provide a percentage as to what is estimated to be changed/added? No, the GFTM will not be modified. 6) Can the FAA tell us how many training sessions were completed in the last Battery Maintenance Training Contract (DTFAWA-06-C-00011)? Contract number DTFAWA-11-R-00008 asks for the pricing of 24 training sessions per contract year under Section B.1(a) Training Service, CLIN 0001A for the base year. 7) Section C5.0, Training Material Modification relates to the pricing section B CLIN0005 Training Data Requirements. We are assuming that we will need to modify some of the existing FAA training materials and do not see a pricing line items for this work. Can you elaborate on where this should be accommodated in Pricing Section B? GFTM will not be modified with the exception of refreshing course tests. Section-B, Contract Line Item Number (CLIN) 0003A is reserved for pricing this requirement. 8) Our assumption is that the participant materials will consist of a workbook containing copies of slides, activities, and key job aids. The majority of the procedural "how to" information will be based on the existing OEM manuals. Can you confirm this assumption? The GFTM listed in Section-C, Statement of Work (SOW), paragraph C4.6, number "4. Student Manual Appendix," contains Government Furnished Equipment (GFE) specification sheets, catalog brochures, and test equipment manuals for GFM listed in Section-C, SOW, paragraph C4.5. 9) Can you expand on program expectations for option years? We see pricing requested for Equipment Installation, Material Development, and Training Validation for all option years. Is the FAA anticipating changes to the training and/or equipment during the course of the contract? The FAA is not anticipating changes to the training or equipment during the term of this contract but reserves the right to do so as needed. Training Equipment Installation will be obtained though CLIN 0002B for the base year and 1002B, 2002B, 3002B and 4002B will be exercised, as necessary, during option years. Training Material Development is limited to test refresh and will be obtained through CLIN 0003 for the base year and 1003A, 2003B, 3003A and 4003A will be exercised during option years. Training Validation will be obtained though CLIN 0004 for the base year and 1004, 2004, 3004 and 4004 will be exercised, as necessary during option years. 10) We assume the instructor materials should be written at a level of detail to enable a subject-matter expert to deliver the training. Can you confirm? No. As stated in section C3.1, Battery Maintenance Training, the prospective Contractor will conduct battery maintenance training using Government furnished Battery Maintenance Training Course instructor and student course material, end-of-course tests, and classroom presentation material. The GFTM will not be modified by the Contractor. The existing Classroom Training Material is written to specifically train on GFE listed in Section-C, paragraph C4.5. 11) Shall all course materials be authored using MS Office? All course material will be Government furnished and not require authoring or any additional changes.
