- This publication announces the National Aeronautics and Space Administration(NASA), Headquarters, Aeronautics Research Mission Directorate (ARMD) plans to releasethe Fiscal Year (FY) 2011 version of the NASA Research Announcement (NRA) entitled,'Research Opportunities in Aeronautics (ROA), NNH11ZEA001N. Detailed requirements,including Proposal Due Dates will be stated in Appendices that address individual ThrustAreas.Appendices will be posted as Amendments to the ROA NRA and will be published asrequirements materialize throughout the year. The FY 2011 ROA NRA (NNH11ZEA001N) can beaccessed from the NASA Solicitation and Proposal Integrated Review and Evaluation System(NSPIRES) website, (http://nspires.nasaprs.com/ ), by going first to'Solicitations', and then to 'Open Solicitations'. Once Amendments are availableinterested parties can access Open Solicitations, click on NRA NNH11ZEA001N, and thenclick on Amendments. Under the FY 2011 ROA NRA ARMD will continue solicitation of foundational andsystems-level research proposals for four programs within ARMD: the Airspace SystemsProgram, the Aviation Safety Program, the Fundamental Aeronautics Program, and theIntegrated Systems Research Program. The Airspace Systems Program will directly addressthe Air Traffic Management (ATM) research needs of the Next Generation Air TransportationSystems (NextGen) initiative as defined by the Joint Planning and Development Office(JPDO). The Aviation Safety Program will take a proactive approach to safety challengeswith new and current vehicles operating in the Nations current and future airtransportation system. The Fundamental Aeronautics Program will pursue long-term, cuttingedge research in all flight regimes to produce data, knowledge, and design tools thatwill be applicable across a broad range of air vehicles that fly through any atmosphereat any speed. The Integrated Systems Research Program will conduct research at anintegrated system-level on promising concepts and technologies andexplore/assess/demonstrate the benefits in a relevant environment. The structure of theROA NRA will require that proposals be submitted to the most relevant aeronautics programelements, which will be described in Appendices to the NRA. Specific Proposal submissiondeadline dates, any particular evaluation criteria, and submission points of contact willalso be identified in the NRA Appendices. With the exception of government organizations and Federally Funded Research andDevelopment Centers (FFRDCs), participation is open to all categories of organizations,including educational institutions, industry and nonprofit organizations. Proposals mustbe submitted electronically, and all proposers may use NASAs proposal data system,NSPIRES ( http://nspires.nasaprs.com ), or Grants.gov. Each electronic proposalsystem places requirements on the registration of principal investigators and otherparticipants (e.g. co-investigators). Potential proposers and proposing organizations areurged to access the electronic proposal system(s) well in advance of the proposal duedate(s) to familiarize themselves with its structure and enter the requested information.Electronic proposals must be submitted by an authorized official of the proposingorganization. Every organization that intends to submit a proposal in response to thisNRA must be registered with NSPIRES, and such registration must identify the authorizedorganizational representative(s) who will submit the electronic proposal.As topic areas are released further information about specific program elements will beavailable. The individual Program Officers and assigned Contracting Officers will belisted in the Summary of Key Information for each program element.
