Description
Cover letter to all potential offerors. The Air Force Services Agency (AFSVA) is seeking a commercial-off-the-shelf (COTS) Information Technology (IT) Golf Enterprise Solution (GES) to offer its golf operations throughout the world an improved level of business practices and reporting. Standardizing business practices shall leverage the commercial sector's best practices with the intent to transform the golf operations into more efficient operations and realize cost savings. The AFSVA also desires automated, centralized reporting to allow geographically dispersed golf operations to automatically report financial and operational data. The NAFI owns and operates an enterprise of approximately 69 golf course facilities at AF bases worldwide varying in size from 9 to 54 holes. The golf course manager oversees golf course operations to include; rounds of golf, pro-shop, cart fleet, driving range, equipment rental, food and beverage operations, and lounges. Integration efforts include XML or data mart interchanges using the AFSVA data exchange (currently Informatica). Systems that may be integrated include but are not limited to: the Internet Based Purchasing System (IBPS), Financial Management System (FMS), and Services Agency Information System (SAIS). It is believed that by requiring Service Oriented Architecture (SOA) and interchanges external to the "GES" the Nonappropriated Fund Instrumentality (NAFI) shall gain the most flexibility in modifying and upgrading external components as well as enabling flexibility and business continuity for internal or external software support. All RFP documentation must be submitted in accordance with Section L, Instructions to Offerors, of the RFP for consideration. Please thoroughly and carefully review this section and ensure all requested documentation is submitted on time. AFNAFPO is not responsible for proposals not received due to Offeror utilizing the incorrect address. Late proposals sent to the incorrect address will not be evaluated for award. Questions regarding the RFP must be submitted in writing to the Contracting Officer by 5:00 PM, CST, 08 September 2011. The Contracting Officer will post answers to all questions submitted within the time and date specified to the AFNAFPO website no later than 5:00, CST, 15 September 2011. Each reference must complete and mail the PPQ directly to the Contracting Officer to ensure delivery on or before 18 October 2011. Past Performance questionnaires must be mailed to the following standard mailing address listed above. This is a Nonappropriated Fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participated of military community programs.
