- The Department of the Interior, U.S. Geological Survey (USGS), Western Ecological Research Center (WERC), intends to award a noncompetitive purchase order to Telonics, Inc. of Mesa, AZ for ten (10) TGW-4580 GPS/Argos Collars and ten (10) CR-2A Collar Release with an option to purchase an additional ten (10) units. Current GPS telemetry collars currently available do not meet the fit or data storage capacity necessary for deer that will be captured. Collaring deer is an essential component to collecting the required data needed to complete this project. It is in the best interest of the government to seek to purchase this specific product because the GPS telemetry collars will require a unique feature specific to the collar weight and the lifetime of the battery. In addition to the consistency issues associated with using Telonics collars have several features which have proven to be especially beneficial to our study including but not limited to the following: 1. Telonics TGW-4580 collars are fully hermetically sealed systems. They have proven reliability in their protection against any moisture intrusion. Many collars offered by other manufacturers have replaceable battery packs subject to leakage issues. 2. Telonics collar release mechanisms have proven effective while other manufacturers have had repeated difficulty with providing a reliable release technology. 3. Telonics systems allow a user virtually complete control over programming options critical to optimizing the unit to the study design and goals. 4. Telonics uses separate battery packs for the VHF and the GPS/ Argos segments of the collar. This approach assures that a failure of one portion of the system does not prevent the continued operation of the other portion of the system. 5. Telonics provides an upgrade pathway to succeeding generations of technology so that as the technology advances the study can implement newer capabilities over time and avoid obsolescence. The key features of Telonics GPS systems include: Single printed wiring board construction and higher integration makes the electronics more rugged and increases reliability in high shock/vibration environments. The Telonics Data converter (TDC) provides complete data decoding of Argos DS files and supports complete memory downloading. TDC provides a standard.cvs output file (comma separated value) with time stamps for all data collected. The Government intends to award this requirement noncompetitively in accordance with the procedures of FAR 13.106-1(b)(1). In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, no later than the closing date of this announcement. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-53, Effective 04 August 2011.
