Description
Synopsis: This is a sources sought notice for information only. The Government shall not award a contract on the basis of this notice or reimburse the costs incurred by potential offerors to provide the information requested herein. In preparation for a contemplated procurement, the U.S. Department of the Interior, Bureau of Indian Affairs (BIA) is conducting market research to determine potential Native American or Alaskan Native 8(a) sources for services to provide technical support for Environmental Management Assessment Programs (EMAP).Indian Affairs (IA) EMAP requires an independent third-party auditor(s) with experience in auditing federal schools and federal water systems with no actual or potential or conflict of interest (COI) that will compromise the performance of the audits, to conduct 104 multi-media environmental compliance audits, conduct EMAP follow-up visits, and provide technical assistance to integrate audit information into appropriate organizational, compliance focused Environmental Management Systems (EMS). The scope of the EMAP audits encompass operations and activities by IA at facilities owned or leased by IA and operations and activities conducted by others, such as federally recognized tribes, through contracts, grants and compacts at IA owned facilities for compliance with environmental requirements and standards (statutes, regulations, executive orders, etc.). The audit process includes determinations of whether the audited facilities are in compliance with environmental requirements and standards, identifying root causes of deviations from requirements, recommending corrective and preventative action with follow-up. The statutory and regulatory requirements are Clean Air Act, Clean Water Act, Safe Drinking Water Act, Emergency Planning and Community Right-to-Know Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Asbestos Hazard Emergency Response Act, any future federally enforceable environmental statutory requirements and implementing regulations that may be applicable and effective at the time of the audits. The North American Industry Classification System (NAICS) code for this procurement is 541620 and the small business size standard is $7.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR PRICE PROPOSALS. This is a request for interested potential Buy Indian 8(a) offerors to submit a brief capability statement demonstrating their ability to meet the requirements in the draft Statement of Work (SOW). Submissions shall be limited to no more than ten (10) pages. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. BIA is interested in capability statements from potential 8(a) Buy Indian economic enterprises who qualify under the NAICS code stated above. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); and (3) Technical description of capabilities in meeting the requirement. Draft Statement of Work (SOW) may be requested by email at the address below. Indian-owned or Alaskan Native 8(a) vendors should submit an electronic copy of the requested information to Tom Moomaw, Contracting Officer, at leo.moomaw@bia.gov, NLT Thursday, September 8, 2011 at 12:00 pm EST. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
