Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis with Menssana Research Inc; 1 Horizon Rd Suite 1415 Fort Lee, NJ 07024 to analyze breath samples. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. Esophageal adenocarcinoma is a cancer which often presents at a late stage and has a poor five-year survival rate. The known precursor metaplasia is Barrett's Esophagus (BE) but identifying people in the general population who have BE is impractical due to the cost of endoscopy, and stratifying the risk of BE patients for progressing to cancer is currently impossible. An analysis of breath profiles may be able to overcome these obstacles and also identify biomarkers of important exposures associated with this disease. The purpose of this procurement is to measure volatile organic compounds (VOCs) in breath test samples to provide information on exogenous exposures and endogenous metabolic processes. The objective of this procurement is to assess the intra-individual variability of duplicate breath samples. If a sufficient number (>20) of breath biomarkers have low intra-individual variability (CV<10%) over the sampling period (98 days) then this will provide a foundation and rationale for a study of breath profiles of Barrett's Esophagus patients compared with gastroesophageal reflux disease controls. There currently exists no other known device capable of capturing breath volatile organic compounds on a sorbent trap with subsequent analysis using ATD/GCxGC/MS to detect approximately 200 volatile organic compounds (VOCs) per sample. Menssana Research, Inc.'s state-of-the-art technology for breath capture and analysis overcomes several problems in the collection of breath which have severely limited the progress of breath analytics. Menssana's BCA 5.0 breath capture machine: (1) filters out Mycobacteria, to reduce risk of machine contamination; (2) disposes of "dead-space" air, to avoid dilution of VOCs in the "alveolar" air; (3) simultaneously takes a separate sample of air in the room, so VOCs from this sample can be subtracted from the VOCs in the patient's alveolar air sample and allow analysis of endogenous VOCs only; (4) allows the patient to provide a sample by breathing regularly and at ease, which decreases variability attributable to differences in sampling technique; (5) requires just two minutes of regular breathing, making it suitable for epidemiologic, clinic-based studies; (6) requires minimal training; (7) and is extremely lightweight and portable. There is no other known technology that meets these requirements. NCI has determined that Menssana Research, Inc is uniquely qualified to conduct these breath analyses. Menssana Research, Inc is the developer and owner of the BCA 5.0 breath capture machine and only known source. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 15, 2011. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above.
