- RFQ - BJS - 2011Q_042 -- Standardized Datasets This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number OJP-2011Q042 is issued as a request for quotation (RFQ). The NAICS code associated with this requirement is 541990, All Other Professional, Scientific, and Technical Services. The Office of Justice Programs, (OJP), Bureau of Justice Statistics (BJS) for a contractor to create standardized datasets and documentation from the National Prisoners Statistics (NPS) series from the years 1977 through 2010. The NPS began in 1926 in response to a congressional mandate to gather information on persons incarcerated in state and federal prisons. Originally under the auspices of the U.S. Census Bureau, the collection moved to the Bureau of Justice Statistics (BJS) following its establishment in 1979. The data provide an enumeration of persons in prison and key characteristics of the population and are published annually. NPS has been adapted over time to keep up with the changing information needs of the public, researchers, and federal, state, and local governments. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The provisions and clauses may be downloaded at http://arnet.gov.far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation-Commercial. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. The Government shall award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR 52.212-3, Offeror Representatives and Certifications - Commercial Items, applies to this acquisition, there is no addenda to this provision; FAR 52-212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition, there is no addenda to this provision, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this acquisition (Attachment F). All interested contractors must be actively registered in the CCR and provide a completed copy of the Offeror Representations and Certifications with their offer. Interested contractors are invited to review the attached statement of work entitled, "Standardized Datasets" and provide an electronic response to be received not later than 12:00p.m. (est), Friday, September 15, 2011 addressed to Karen Washington, Karen.Washington@usdoj.gov, Office of Justice Programs, 810 7th Street, NW, Washington, D.C. 20531, voice: 202-514-5731, fax: 202-354-4363. Vendor/questions/clarifications will be accepted through Wednesday, September 7, 2011 via email only. Vendors must identify the solicitation number in the subject line of the email. Contractors must submit a complete response. Responses that are not substantially complete will not be considered. Offers of partial performance shall be rejected. The electronic submission shall be in the form of an email with attachments. A one page letter shall transit the quotation signed by an individual authorized to commit the organization. Award shall be made to the contractor who offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.
