Description
THIS IS A SPECIAL NOTICE. THE GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT IN ACCORDANCE WITH FAR SUBPART 19.804 PROCEDURES. I. DESCRIPTION The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with Westat Inc. under Other Than Full and Open Competition by authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirement s. The goal of this acquisition is to assist NIST in the continued evaluation of the NIST Summer Institute for Middle School Science Teachers. Westat Inc. has developed a relationship with the 2011 participants in subject program and the next phase is to assist NIST in the continued evaluation of the NIST Summer Institute for Middle School science teachers. The incumbent, Westat Inc. has developed a relationship with 2011 participants in the NIST Summer Institute Program, and a major portion of the next phase of the assessment plan involves a follow-up on how the 2011 participants have used the resources from the NIST Summer Institute for their teaching, translating the presentations and demonstrations of the Institute into their classrooms. The performance of the activities described in the SOW requires a contractor with current knowledge in education issues in science and mathematics. The success of the evaluation also requires a contractor with technical expertise in research design, development of outcome measures and appropriate baseline, and the demonstrated ability to isolate program effects from exogenous factors. The current contractor Westat, is not only a leader in aforementioned areas, but is also a leader in assessment of elementary and secondary education programs, including numerous national and internal comparative studies of student achievement in the U.S. Dept of Education in the Academic Improvement and Teacher Quality program. Westat has demonstrated these capabilities very well during the first four years of the NIST Summer Institute, and is well qualified to continue the project. No solicitation package will be issued and this notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to tiffany.barnett@nist.gov. The Government will consider responses received by 12:00PM EST, September 6, 2011. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Determination not to compete this proposed requirement based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request For Quote (RFQ) nor is it a request for competition. NIST anticipates negotiating and awarding a firm-fixed price type purchase order. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 541720, and the size standard is $7.0M.
