- REQUEST FOR INFORMATION as defined in Federal Acquisition Regulations (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This Request for Information (RFI) is for planning purposes only. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research on behalf of the Joint Non-Lethal Weapons Directorate (JNLWD) to obtain information from responsible sources that can develop a munition that can deliver a flashbang payload from the current M252 81 mm mortar. Requirement: The government is seeking interested parties that may have developed or would be capable of developing potential material solutions to deliver a highly suppressive flashbang effect at range from an 81mm mortar. The potential indirect munition must deliver this effect while minimizing the risk of significant injury to the target, operators and bystanders. The desired non-lethal mortar munition must be fully capable of being fired from the current M252 81mm mortar. Although it is understood that every weapon system poses some risk, non-lethal weapons must limit the risk of significant injury (RSI) to targeted humans. Therefore a non-lethal mortar munition is expected to require a method of reducing kinetic energy prior to engaging the target. Detailed requirements for maximum RSI and effective ranges have not yet been set for this technology. It is desired that the effective range be similar to lethal munitions, fired from the same mortar system. The following are notional requirements for a final system: Maximum range commensurate with existing lethal mortar munitions Coverage Area of a single mortar round: up to several thousands of square meters Payload/fragment/submunitions deceleration solution that reduces the risk of significant injury to targeted personnel Effectiveness: suppression of human targets for seconds after exposure Accuracy: comparable with the existing 81mm mortar munitions Insensitive munitions compliance for energetic components The Government is interested in solutions that maintain safety over a wide range of potential operational temperatures and impact velocities. Technology should have a long shelf-life and not include any substances that pose a risk of environmental hazard. Responses should be limited to not more than ten pages, single spaced, in 10 point or greater font. Any information that is considered to be proprietary should be clearly marked. The government will protect such information in accordance with applicable law and regulation. Parties interested in providing information in response to this RFI are invited to provide the following information to assist the Government in this market survey: 1.A cover page, not included in the page count, identifying the submitting organization, its CAGE Code, address and a technical point of contact with corresponding telephone number and email address. The North American Industry Classification System (NAICS) code for this effort is 332993. Firms shall indicate their business size based upon this NAICS code. 2.Summary statement of capabilities addressing the Governments potential requirement, including organizational structure, and production/engineering facility capabilities. 3.The contractor's specific expertise in developing custom material solutions in the fields of ballistics, energetics, material science, physics and/or mechanical engineering. 4.The contractor's specific and unique experience testing and evaluating ballistic projectiles, materials and/or energetic payload systems. 5.The contractor ™s experience developing, testing, acquiring or using non-lethal weapons. 6.The contractor's specific and unique experience developing weapon systems for DoD customers and the contractor ™s understanding of DoD weapon system requirements. 7.A reference list of related US government contracts, if any, within the past three (3) years, to include contract number, dollar value, a brief description of services, and POCs with phone number and email address. 8.A Rough Order of Magnitude (ROM) for the labor required to design, develop, test and demonstrate (TRL-6) a functional non-lethal mortar munition. The JNLWD will use the results of this announcement to determine if the industrial base has the capability to support the development of an 81 mm non-lethal mortar munition. The Government may elect to conduct one-on-one discussions with industry based on its analysis of the RFI responses. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Additionally, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Interested parties are requested to submit a response in an Adobe Acrobat Portable Document Format (.pdf) or Microsoft Office compatible format by 14 Oct 2011.
