- The Marine Corps Systems Command intends to issue a competitive solicitation for a contract to provide Contractor Logistics Support (CLS) services required to support the Program Manager, Motor Transportation for the Internally Transportable Vehicle (ITV) Program in conjunction with the Expeditionary Fire Support Systems (EFSS) Program. This solicitation will include line items for the following services: Field Service Representatives (FSRs); Packaging, Handling, Storage, and Transportation (PHS&T); Fielding Support; and Parts Management Support. All line items will be established on a firm-fixed price (FFP) basis for a one year period of performance, with options for two (2) additional one-year periods of performance. A Performance Work Statement (PWS) and Quality Assessment Surveillance Plan (QASP) will be provided as part of the solicitation and will be incorporated into the resultant contract. The Government intends to conduct this procurement in accordance with the procedures of FAR Part 15, Contracting by Negotiation. The significant evaluation factors will be as follows: 1)Management Approach. 2)Past Performance. 3)Price. All evaluation factors other than cost and price, when combined, are more important than cost of price. In their response, Offerors will be required to describe their management approach to the PWS, including a discussion on the personnel and facilities proposed for this effort. Offerors will also need to address their ability to provide logistics support for the ITV and for the EFSS Programs and their ability to coordinate with the Original Equipment Manufacturer (OEM) for the vehicles and the mortars. Offerors will need to provide past performance information for projects similar in relevancy and scope to the current requirement. A formal solicitation will be posted to FedBizOpps on or about 20 September 2011. In case of conflicts between information contained in the formal solicitation and that contained in this synopsis notice, the information in the formal solicitation will govern. All responsible sources may submit a proposal which shall be considered by the agency. Offerors are instructed to hold all questions until the solicitation has been issued. No response to this synopsis is required for participation in this acquisition. However, in order to be eligible for award, interested parties must be registered in the Central Contractor Repository Database (CCR), http://www.ccr.gov.
