Description
*** Modification done to extend response date*** Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) plans to procure on a sole source basis with the University of Utah, College of Architecture and Planning, Salt Lake City, UT 84103 for services regarding analysis of the Urban Sprawl Index update 2010. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Division of Cancer Control and Population Sciences (DCCPS) aims to reduce the risk, incidence, and deaths from cancer as well as enhance the quality of life for cancer survivors. The Division conducts and supports an integrated program of the highest quality genetic, epidemiologic, behavioral, social, and surveillance cancer research. The purpose of this project is to update an Urban Sprawl Index previously developed for 1990 and 2000 with data from 2010. This index is available upon request in a report written by the proposed contractor. The Urban Sprawl Index is a measure of the built environment that is known to be associated with several cancer related variables including obesity, physical activity, and access to care. This update will allow for comparisons of sprawl over a 20-year period, and will provide many options for modeling relationships to a wide range of health related outcomes. The University of Utah with Dr. Reid Ewing is uniquely qualified to perform the required activities, having the unique combination of experience and expertise that is unavailable elsewhere within the research community. Dr. Ewing is the developer of the original Sprawl Index and has trained a pool of assistants to assist in implementing the project and can deliver the proposed services in a timely fashion. The University of Utah holds the required data from the Sprawl index required to complete this task and is the only contractor known to the NCI who can fulfill this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 31, 2011. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
