Description
*** Modification done to Further explain the tasks and to extend response date*** Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) plans to procure on a sole source basis with the University of Utah, College of Architecture and Planning, Salt Lake City, UT 84103 for services regarding analysis of the Urban Sprawl Index update 2010. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be six (6) months from date of award. The Division of Cancer Control and Population Sciences (DCCPS) aims to reduce the risk, incidence, and deaths from cancer as well as enhance the quality of life for cancer survivors. The Division conducts and supports an integrated program of the highest quality genetic, epidemiologic, behavioral, social, and surveillance cancer research. The purpose of this project is to update an Urban Sprawl Index previously developed for 1990 and 2000 with data from 2010. The Urban Sprawl Index is a measure of the built environment that is known to be associated with several cancer related variables including obesity, physical activity, and access to care. This update will allow for comparisons of sprawl over a 20-year period, and will provide many options for modeling relationships to a wide range of health related outcomes. Task 1: Supply county level indices of urban sprawl for ~1000 urban and suburban counties in the United States. The counties are defined as counties containing Metropolitan statistical areas (MSA's) or counties that are adjacent to them. The calculated indices should be of two types defined here (Type A and Type B). The first index (type A) should follow the definition summarized in an article by Lee et al. 2009 American Journal of Preventive Medicine Volume 37, Number 4, pages 293-298. Specifically, this index is the first principal components analysis (PCA) axis of a PCA analysis based on 1990 and 2000 census data consisting of.the following variables at the county level: 1) Gross population in persons per square mile, 2) Percentage of population living at densities less than 1,500 persons per square mile (low suburban density), 3) Percentage of population living at densities greater than 12,500 persons per square mile (transit-oriented urban density, 4) Urban density, 5) Average block size in square miles, and 6) Percentage of small blocks. Second, newly available census data allows the calculation of a second sprawl index (Type B) incorporating the concept of "land use diversity mix". Land use diversity mix will be based on the census variables a) The ratio of jobs to residents; b) The ratio of population-serving jobs to residents; c) The mix of population-serving jobs. In this revised index, all nine variables will be processed with principal component analysis to extract the dominant factors related to Urban Sprawl. The contractor shall perform this new analysis and use it to develop the type B sprawl index and deliver it for the same counties as index A. Thus the final deliverable will consist of data and derived indices A and B based on the 2010 census for ~1000 urban and suburban counties in the US together with a detailed description of the variables used in the indices, how they were downloaded from the census, and the methods used to combine the multiple variables into sprawl index A or B. The Census data needed for this task are publicly available at www.census.gov. The sprawl indices should be delivered in MS Excel files containing county names, FIPS identifiers and the designated variables. The contractor shall supply a definition of the proposed new sprawl index (B) within one month of the contract award. The Contracting Officers Technical Representative (COTR) will comment on the definition and suggest revisions as needed. Results for indices A and B along with a description of the methods used will be supplied within 90 days of the return of comments on the proposed index (B). Note that NCI will review the sprawl indices and foster dissemination of the index. Task 2: Prepare and deliver a report concerning the face validity of sprawl index B described in Task 1. This report will be in the format of a short paper for submission to a peer reviewed journal such as Health and Place. The report should include a one page summary/abstract, an introduction and background section, materials and methods, results, discussion and conclusions and a bibliography. The report should be delivered as an MS Word file. It should include regression models describing the association between the updated sprawl index (B) and US census derived measures of transportation behavior. The contractor will present a one page report concerning the details of the proposed validation analysis 90 days after the award of the contract and a draft report concerning results of the analysis will be delivered 180 days after award. The Urban Sprawl Index was developed by researchers at The University of Utah College of Architecture and Planning. The University of Utah College of Architecture and Planning is uniquely qualified to carry out this work in a timely manner because the University of Utah College of Architecture and Planning already has the software and analysis protocols to update the index and generate the revised index. Other sprawl indices presented in the peer reviewed literature, however NCI seeks this index because it is the best validated and most widely used and cited index in the peer reviewed literature. The University of Utah College of Architecture and Planning holds the data from the Sprawl index required to complete this task and is the only contractor known to the NCI who can fulfill this requirement. The NCI is aware that many companies have the capacity to download census variables, but the NCI does not know of any other source with experience developing and validating urban sprawl indices. In order to deliver a high quality validation study of the revised sprawl index, the contractor should have a PHD with experience in developing and validating indices of urban sprawl and with experience linking urban sprawl variables to health and transportation research questions. The contractor shall have existing publications in the peer reviewed literature that describe the development and validation of urban sprawl indices. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 6, 2011. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
