Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority Section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.501(a), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd., Tampa, FL 33621, requires Universal Forensics Extraction Device (UFED) software upgrades (item SWUF-1) for its current six CelleBrite UFEDs. Additionally, they require the corresponding Physical Pro Add-on Modules (Item UFEDPHY-UPGRADE) for each UFED. The 6th Contracting Squadron intends to make an award to CelleBrite USA, Corp., 266 Harristown Rd., Ste. 105 Glen Rock, NJ, 07452. Interested parties may e-mail SSgt Thomas M. Armstead at thomas.armstead@us.af.mil no later than Thursday, 15 September 2011, 0900am. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Thursday, 15 Sept 2011, 0900am EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE(APPLICABILITY OF AUTHORITY) USSOCOM requires the specific software/hardware upgrades identified in section III since no other software/hardware will be compatible with its current devices. The UFEDs are manufactured by CelleBrite and the software and Add-ons are not compatible with any other product on the market. CelleBrite USA is the only manufacturer that can provide software/hardware upgrades. USSOCOM has invested over $145,000.00 for its current Cellebrite UFED kits. The following is an investment breakdown: $30,000 ($5,000 ea) for the current six CelleBrite UFED kits and an additional $115,225 in targeted training from HTCI. HTCI (High Tech Crime Institute) is where we've received other digital forensics systems from and where we receive customized training on cell phone (CelleBrite) and hard drive exploitation. The training on CelleBrite, as with their other training, is on product familiarization and how to leverage its unique capabilities to fully exploit cell phone technologies along with some real world examples. The software upgrades will bring the devices up-to-date to ensure exploitation of the new generation of cell phones/"smart" phones. The Physical Pro Add-on Modules will allow USSOCOM to expand current device capabilities to extract deleted mobile device data, file system dumps, passwords and GPS devices as well. Additionally, these modules will enable physical phone data extraction for nearly 1,243+ mobile devices off the flash memory, file system dumps for over 1,091+ models, physical extraction from GPS Devices (over 95 Tom-Tom, Garmin, Magellan and Mio devices supported), and password extraction for over 775 devices. Both the software and hardware updates/upgrades are critical to USSOCOM's continuing success in supporting SOF personnel worldwide with both tactical and strategic effects.
