- The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources and best practice information towards availability and potential user acceptance of materials for a protective undergarment for use by USMC personnel. The USMC is currently buying protective undergarments to mitigate the threats of Improvised Explosive Devices (IED) and the concurrent damages associated with these events to personnel. Beyond the blast and damage done by fragments and shrapnel, USMC personnel have experienced severe injuries caused by sand and debris associated with the underlying blast being forced under the skin and being exceptionally resistant to debridement making medical repair difficult. MARCORSYSCOM intends to determine the availability and practicality of improved systems approaches which protect the groin, perineum and closely adjacent areas from these threats. The ideal fabric/material would be lighter, stronger and more breathable than two layers of tightly woven silk while retaining anti-microbial and no-melt/no-drip characteristics. Desired characteristics of the materials for these systems would be the ability to be laundered (not professionally) or otherwise cleaned, sanitized and returned to use. These systems would be worn for extended periods of time with limited availability for personal hygiene. They must facilitate ventilation and minimize poor hygiene issues such as fungal growth. The materials must provide minimum protection levels of approximately 650-850 feet per second for sand/small associated debris with interest in increased protection with minimal or no increase in weight or negative characteristics. Representative values are as follows: Threshold ballistic performance is a 2 grain right circular cylinder (RCC) at 650 feet per second (fps) with an objective of a 2 grain RCC at 850 fps. The system will be evaluated behind a single layer of the current issue outer trouser material. Ballistic performance will be evaluated as delivered and after 25 laundering cycles. Areal density of no more than.30 pounds per square foot (lb/ft2) (43 oz/yd2) with an objective of no more than.10 lb/ft2 (14 oz/yd2). The threshold performance parameter is 95% reduction in growth for the tested bacteria with an objective of 99% reduction. The same parameters exist after 25 wash cycles. Test method will be AATCC 100. The moisture vapor transmission rate threshold is 500 g/m2 in 24 hours with an objective of 1000 g/m2 in 24 hours. Test method will be ASTM E96 Test B. Flame resistance objective is no melt/no drip when tested in accordance with ASTM D6413. The air permeability threshold is 50 cubic feet per minute (cfm) with an objective of 200 cfm. Test method will be ASTM D737. Responses from industry and academic institutions are welcomed. All responses should include any available test data, use by US or Foreign Governments or other agencies, association with academia and any other pertinent design, product, or material information. Responses should include the ability to deliver adequate materials to construct 140,000 sets annually and the required lead time to do so. Specify whether the solution is or is not Berry Amendment compliant. WRITTEN RESPONSES Respondents are requested to include literature, brochures, and capabilities summaries directly addressing their ability to meet the anticipated protective undergarment requirements. Material samples are welcome, however not required. Additional information is requested identifying business size, manufacturing capability and facilities. Furnished written materials and any proprietary information will be protected when clearly identified as proprietary. No telephonic responses will be accepted.
