Description
1.0 SCOPE 1.1 Objective It is the objective of B&W Pantex, LLC (B&W Pantex) to acquire the services necessary to compliantly transport, regenerate, and exchange Granular Activated Carbon (GAC) identified in this Statement of Work (SOW). The GAC is used to remove high explosives (HE) and volatile organic compounds (VOC) from extracted groundwater at Building 16-28 and Building 16-36 at the Pantex Plant. Recycling of radioactive recyclable waste is not included in this contract. 1.2 Background Pantex Plant is a United States Department of Energy/National Nuclear Security Administration (USDOE/NNSA)-owned, contractor-operated facility, managed by B&W Pantex. In the early 1950s, the primary mission of Pantex Plant was fabricating non-nuclear high explosive components of nuclear weapons. Today the Plant's mission is to assemble nuclear weapons for the nation's stockpile; disassemble nuclear weapons being retired from the stockpile; evaluate, repair and retrofit nuclear weapons in the stockpile; sanitize components from dismantled nuclear weapons; provide interim storage for plutonium pits from dismantled nuclear weapons; and develop, fabricate, and test chemical explosives and explosive components for nuclear weapons to support USDOE/NNSA initiatives. As the Management and Operating Contractor for the Pantex Plant, B&W Pantex is responsible for operating the Plant in accordance with DOE Orders and in compliance with all Federal, State, and local environmental regulations for the transportation, treatment, and disposal of hazardous and non-hazardous wastes. Through legacy operations, contaminants have migrated into a perched aquifer underlying the Pantex Plant site. Groundwater containing these contaminants is extracted and processed through two on-site pump and treat facilities. One of the treatment processes at the facilities utilizes a GAC system to remove HE and VOC from the extracted groundwater. The system at Building 16-28 incorporates three vessels (in series), each containing 20,000 pounds of GAC. When laboratory analysis indicates breakthrough between the first and second vessels in the current configuration, the spent GAC in the first vessel is replaced with regenerated GAC. The GAC exchange at this facility will be performed using a slurry exchange process. The order of the vessels is changed so that the vessel that was formerly second is now first in the series, the third vessel is now second and the first vessel, outfitted with regenerated GAC, is now third. The system at Building 16-36 incorporates four vessels, each containing 2,500 pounds of GAC. The current configuration is two banks of two vessels (in series) set up in parallel operation. That is, the flow is split between the two banks and runs through the vessels in the respective bank in series. When laboratory analysis indicates breakthrough between the first and second vessels in the banks, the spent GAC in all four vessels is replaced with regenerated GAC. The GAC exchange at this facility will be performed using a vacuum removal/fill process. It is estimated that each system will require four (4) change-outs per year. This is an estimate to be used for comparisons. This quantity may change and is not guaranteed. 2.0 APPLICABLE REFERENCE DOCUMENTS 2.1 Regulatory Requirements Documents 2.1.1 40 CFR, Subchapter I - Solid Waste and Hazardous Waste 2.1.2 49 CFR, Subchapter C - Hazardous Materials Regulations 2.1.3 31 TAC, Chapter 335 - Industrial Solid Waste and Municipal Hazardous Waste 2.1.4 U.S. Department of Energy Order 450.1, "Environmental Protection Program" 2.2 Pantex Site-Specific Documents 2.2.1 Pantex Plant's Texas Commission on Environmental Quality (TCEQ) Notice of Registration (NOR) for Hazardous or Industrial Waste Streams 2.2.2 Pantex Plant's Permit for Industrial Solid Waste Management Site, HW-50284 2.2.3 Pantex Plant Work Instructions 02.03.05.08.01 (Supplier Evaluation Request) and 02.03.05.08.03 (ISO 9001-1994) 2.2.4 Pantex Plant Manual MNL-352170 "Southeast Pump and Treat System" 2.2.5 Pantex Plant Manual MNL-352171 "Playa 1 Pump and Treat System" 2.2.6 Pantex Plant's Division 1 Specifications 2.2.6.1 Division 01010-Summary of Work 2.2.6.2 Division 01030-Construction Management (Submittals) 2.2.6.3 Division 01200-Construction 2.2.6.4 Division 01400-Quality Assurance Requirements for Construction Projects 2.2.6.5 Division 01500-Safety and Health 2.2.6.6 Division 01600-Environmental Protection 2.2.6.7 Division 01700-Security 3.0 REQUIREMENTS 3.1 General Contractor Requirements 3.1.1 The Contractor shall provide turnkey services to transport, deliver, and exchange regenerated 8 X 30 mesh GAC in a timely manner and to pick up and transport spent GAC generated at Pantex Plant. 3.1.2 The Contractor shall be responsible for establishing and updating, as necessary and applicable, profiles for the GAC material generated based on process knowledge information from B&W Pantex and/or analytical laboratory data. 3.1.3 The B&W Pantex Subcontract Technical Representative (STR) will provide written and signed notification to the Contractor when a GAC exchange is required at either facility, using the B&W Pantex Shipment Request form. This form will be faxed to the Contractor, with a follow-up phone call to verify receipt of the fax. B&W Pantex's written notification will include a listing with quantity of all GAC to be exchanged. 3.1.4 Pick-up and delivery of GAC will be in a timely manner: 3.1.4.1 The Contractor shall remove spent GAC within seven (7) calendar days after receipt of the signed Pantex Shipment Request from B&W Pantex. The Contractor shall notify the B&W Pantex STR by telephone or email of the date of pick-up and delivery at the Pantex 3.1.5 The Contractor shall provide Pantex-dedicated trucks for pick-up/delivery of GAC at the Pantex Plant. Any truck arriving which contains waste material from another facility will not be allowed onto Pantex Plant property. 3.1.6 When the Contractor comes on site to pick-up/deliver GAC, the Contractor shall verify that the GAC loaded on the truck is in the same quantities listed on the corresponding shipping paper(s). The Contractor's signature on the shipping papers will serve as proof that the contractor has performed this verification. 3.1.7 When the GAC shipment arrives at the Contractor's facility, the Contractor shall verify that the GAC loaded on the truck is in the same container sizes and quantities listed on the accompanying manifest(s) and on the Pantex Shipment Request. The Contractor shall immediately, no later than the next business day, report verbally and written any discrepancies to the STR. 3.1.8 The GAC shall be transported, treated, recycled or recovered only by the Contractor. 3.1.9 For bulk shipments, the Contractor shall provide the bulk shipping containers. 3.1.10 B&W Pantex will prepare a waste manifest, as applicable. The Contractor will prepare the Bill of Lading for shipments that do not require a waste manifest. B&W Pantex will review, approve, and sign all applicable shipping documents on behalf of the Department of Energy prior to each shipment. 3.1.11 If delivery is by tanker or vacuum truck, the Contractor shall perform transfer operations to load/unload the spent GAC into the Contractor tanker or vacuum truck. 3.1.12 If any material is spilled while on the Pantex site, the B&W Pantex personnel shall immediately notify the Pantex Operations Center at extension 5000. Representatives of the Pantex Spill Response Team will respond to any spill and oversee the cleanup by the Contractor. If the Contractor is not equipped or manned sufficiently to clean up the spill, then the Pantex Spill Response Team will perform the cleanup. However, if the spill is the result of negligence on the part of the Contractor, B&W Pantex reserves the option to charge the cleanup expenses to the Contractor. 3.1.13 The subcontractor will develop and submit a Health and Safety Program (HSP). Each job task will require completion of an Activity Hazard Analysis Form (AHA) as required in the Division 1 Specifications, Section 01500. The HSP will be approved prior to any field activity. The program will identify the subcontractor's safety representative that is conversant in and meets the requirements of the EPA and the Occupational Safety and Health Administration (OSHA); specifically, 29 CFR 1910.120, 29 CFR 1910.1200, 29 CFR 1926. This includes (when necessary) the 40-hour Hazardous Waste Operator (HAZWOPER) certification and or the subsequent 8-hour annual refresher course. All vehicles used on the Plant shall be equipped with a 2.5 pound ABC fire extinguisher, and shall be "clearly marked" with the company logo. All equipment may be inspected and approved for use at Pantex by a Pantex Plant Safety officer prior to any work done with that piece of equipment. All injuries incurred while working at Pantex shall be reported to the OC at extension 5000 and the STR. Once an injury has occurred there will be an investigation and corrective actions taken. 3.1.14 The subcontractor and all respective employees will comply with all Pantex Plant standards and procedures. These may include but are not limited to fire, traffic, safety and security regulations. Specific information may be found in the attachment titled "Division 1 Specifications". The subcontractor and respective employees will be subject to a pre-screen security check. Personnel working at Pantex Plant site will keep within the limits of the work area, including avenues of ingress and egress and they will not enter restricted areas unless approved to do so by the STR. The subcontractor is responsible for obtaining all required permits to perform work at Pantex Plant. The subcontractor shall provide the STR with all badge numbers associated with this contract for purposes of routine accountability at Pantex. The subcontractor shall immediately report to the STR any damage to property at Pantex. The STR will interface between Pantex Plant personnel/government agencies and the subcontractor. The subcontractor shall also be aware that a change in the National Security Conditions may restrict access to the Pantex Plant at any time. 3.1.15 The subcontractor will not publicly disclose information concerning any aspect of the services relating to this project without the prior written approval of the CS, unless specifically required by law. 3.2 Performance Requirements 3.2.1 The Contractor shall transport, process, recycle and recover the material received from the Pantex Plant in accordance with the regulations referenced in Section 2.0, Applicable Reference Documents of this SOW, and in compliance with State and Federal regulations. 3.2.2 B&W PANTEX reserves the right to conduct a compliance assessment to evaluate the overall regulatory compliance status of the facilities receiving spent GAC from the Pantex Plant. 3.2.3 The Contractor shall store, process, recycle and recover Pantex GAC only at facilities approved by B&W Pantex. 3.2.4 The Contractor shall provide to B&W Pantex the original signed copy of the shipping papers as soon as possible, but no later than 35 calendar days after the material reaches its destination. Upon final disposition of a shipment, the Contractor shall provide to B&W Pantex a Certificate of Recycling/Recovery for all material on the shipment. The Contractor shall submit a separate invoice for each Pantex Shipment Request. No invoice will be paid until both the original shipping papers and the Certificate of Recycling/Recovery have been received by B&W Pantex. 3.2.5 The subcontractor will maintain and store all records and documents produced during the course of the contract. At the direction of B&W, at any time the subcontractor will grant access to files, records, and procedures associated with this SOW for purposes of audits and/or surveillance of activities by B&W, DOE, NNSA or regulatory agencies. 4.0 QUALITY REQUIREMENTS 4.1 The Contractor shall implement a documented quality management system in accordance with Pantex Plant Work Instructions 02.03.05.08.01 and 02.03.05.08.03 (ISO 9001-2000 certified) qualification requirements consistent with the scope of work. The Contractor shall meet requirements to be listed in the Pantex Plant Qualified Suppliers List (QSL) at a minimum of Category B. For further information concerning quality management system requirements and supplier qualification, contact the B&W Pantex Procurement Representative. 4.2 The contractor shall supply documents assuring the quality of the regenerated GAC to B&W Pantex within 30 days of receipt of GAC at the Pantex Plant. 5.0 GOVERNMENT FURNISHED FACILITIES None. 6.0 GOVERNMENT FURNISHED EQUIPMENT None. 7.0 DELIVERABLES 7.1 The Contractor shall provide B&W Pantex a Certificate of Recycling/Recovery for all material on each shipment received by the Contractor. 7.2 The Contractor shall return to B&W Pantex the original copy of the shipping papers signed by a representative of the receiving facility upon receipt of the material at the receiving facility in accordance with applicable state regulations. 7.3 Upon request by B&W Pantex, the Contractor shall provide an annual report of GAC shipment received during the year from B&W Pantex. This report shall include a list of material received, and the number and size of each container received, and which facility generated the material. If this report is requested, the Contractor shall provide the report to B&W Pantex no later than 15 calendar days after the date of the request, to cover the previous 12 months. 7.4 The contractor shall supply documents assuring the quality of the regenerated GAC to B&W Pantex within 30 days of receipt of GAC at the Pantex Plant
