Description
Solicitaion The United States Air Force intends to issue solicitation FA5575-11-R-0007 to solicit proposals for a Firm-Fixed Price contract to Spray 30 mm of polyurethane foam on the interior side of the dining facility metal pitched roof, beams and columns at Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 10 Aug 2011. The contract will consist of a period of performance of 45 calendar days. Contract magnitude is between $25,000 and $100,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable resulting in the best value to the government. Site visit will be held Friday, 6 September at 1030, please notify SSgt Enrique Gonzalez at (+34) 95-584-8075 or enrique.gonzalez@moron.af.mil by COB 3 September if you wish to attend. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." SCOPE OF WORK PART 1 - GENERAL 1. GENERAL: The work compromises furnishing all labor, materials, utilities, transportation, equipment, and services to accomplish all work for this Service Contract in accordance with these drawings and specifications, which are a part of the contract for this construction project. 2. PRINCIPAL FEATURES OF THE WORKS: The work includes, but is not limited to, the following items: a. Remove fiber glass sheets and galvanized wire support mesh for its subsequent disposal at an authorized disposal site. Part of the fiber glass sheets shall be delivered to the refrigeration shop, as required. b. Spray 30 mm of polyurethane on the interior side of the metal roof, including the beams and support purlins. Projection shall also be applied on horizontal metal beams, metal pillars and the support structures for ac units and in general any heat bridge which may transmit heat into the interior of the area. Likewise, the two (2) chimneys of the boilers will receive polyurethane by projection as well as the two (2) steam vent pipes, the sixteen (16) penetrations of air conditioning diffusers/grilles on roof slab and the four (4) penetrations of supply and exhaust ducts of exhaust hoods on roof slab. 3. MATERIALS: Poliuretan Spray RF 351-C or equal approved. a. Description: Rigid polyurethane foam of two components, polyol and isocyanate, closed cell, containing HFC's for thermal insulation by projection. b. Certification: AENOR certified as thermal insulating material for use in buildings with a class of Cs3d0 reaction to fire. c. Components: Mixture of Polyols containing fireproof catalysts and foaming agents (component A) and Diphenyl Methane Diisocyanate (component B). d. Conditions for application: Shall be applied in accordance with the manufacturer's recommendations and the Rules of Application of Insulating Materials of ATEPA. The projections shall be applied in layers of thicknesses of less than 20 mm. e. Foam characteristics: Average density of 35-45 Kg/m3 (UNE-EN 1602). Compressive strength 175-225 KPa (UNE-EN 826). Flexural strength 2.2 Kg/cm2 (UNE 53204). Water absorption; <5% by volume (DIN 53428). f. Thermal conductivity: 0.019 w/m ° C (UNE-EN 12667: 2002). g. Testing reaction to fire: Class M1 (UNE 23727). (C), s3, d0 (Euroclass SBI). 4. APPROXIMATE MEASUREMENTS: Indicated below are the approximate measurements of the surfaces to be sprayed. These dimensions are for orientation purposes only, it is the Contractor's responsibility to verify the same prior to submitting his proposal. a. Sloped roof, beams and purlins: 1300 m². b. Horizontal beams, columns and air handling units support structures: 200 m². c. Boiler chimneys and vent pipes: 10 m². d. Roof slab penetrations for air conditioning diffusers/grilles: 40 m². e. Roof slab penetrations for exhaust hoods ducts: 4 m². 5. WORK LIMITATIONS: The above outline of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work and to furnish all labor, materials, utilities, transportation, equipment and services, as required by the project to provide a complete and operable facility. 6. WORK LOCATION: The location of the proposed work is the space in between the roof slab and the metal roofing of building 115 at Morón Air Base, Morón de la Frontera (Spain). 7. PERFORMANCE PERIOD: The execution period of the project will be 45 calendar days. 8. DRAWINGS THAT ACCOMPANY THESE SPECIFICATIONS: The following drawings accompany these specifications and are a part thereof. SUBMITTALS: The Contractor shall submit for approval, prior to executing any type of work, technical data sheet and AENOR certificate of the rigid polyurethane foam. *** END OF SECTION *** In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov. NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
