Description
Required Specifications for 2D and 3D ADCPs Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Oceanic Atmospheric Administration, Great Lakes Environmental Research Laboratory located in Ann Arbor, Michigan intends to procure a quantity of one 2D Shallow Water ADCP(Acoustic Doppler Current Profiler), and two 3D ADCPs to be used to measure and record near-bottom current velocities (hourly) for periods up to 9 months (including the winter deployments). The 3D units will be mounted on the bottom looking upward using a user-supplied mooring. The 2D units are required for sensing and recording the extremely slow and fast velocities in shallow (0.2-5 meter) water to study and/or monitor flow conveyance effects of small channels, ditches, and culvert pipes. These units will be deployed at various locations in the Great Lakes. These units must adhere to the specifications in order to meet the requirements of this procurement. SEE ATTACHED SPECIFICATIONS This procurement is 100% set aside for small business concerns under the North American Classification System Code(NAICS)334513 with a small business size standard of 500 employees. All proposals must be FOB destination Ann Arbor, MI 48108. The government intends to issue a firm fixed price contract, with delivery date no later than 60 days after award. All interested parties that believe they can provide equipment that fully meets the Government's requirements must respond to this announcement by September 8, 2011, 10:00 a.m. EST. All responses must include detailed information concerning their capability and estimated delivery date. This is a simplified acquisition, and offers that meet the required specifications will be evaluated on past performance and the best value to the government.
