Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to Convert Boilers From Fuel to Natural Gas, Bldg. 170, Naval Air Station, Sigonella, Sicily, Italy by means of a firm fixed price construction contract. The contract duration shall be 150 calendar days from award. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. This is a new procurement. It does not replace an existing contract. No information exists on prior contract. The North American Industry Classification System (NAICS) code is 237120. Contractors will be required to be certified in compliance with the Societa Organis d Attestazione (SOA) and provide proof of the certification with the submission of the firms offer. The classification is as follows: Prevailing category OG11, Class I. The estimated price range for the firm fixed price is between ‚¬72,120 and ‚¬180,300 Euros. The anticipated requirement includes removal of existing combustible oil underground storage tank, removal all existing combustible oil underground and aboveground pipes, removal all existing combustible oil burners, new excavation to install new underground gas line, new underground gas line complete with isolation pit and accessories, new natural gas building ramp with associated valves, new air louver grille on external wall at mechanical room, new gas leak sensor inside mechanical room, new asphalt pavement repair to match the existing, new reinforced concrete repair to match the existing, test newly installed natural gas burners inside mechanical room, test newly installed gas supply line from new tee junction at main up to burners inside mechanical room. Offerors can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release offerors from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 15 September 2011. Quotes are expected to be due on 26 September 2011 at 4:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre quote conference and site visit information will be indicated on the solicitation documents.
