Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, intends to negotiate and award a purchase order on a noncompetitive sole source basis to, Beckman Coulter, 200 South Kraemer Blvd, Brea, CA., 92821, to purchase the below item. The reference number: NHLBI-CSB-(HL)-2011-337-DDC. Catalog #A88267, SPR1works Fragment Library System 1(for Illumina Genome Analyzer). System includes: SPR1-TE Instrument, SPR1works accessory kit, SPR1works Fragment Library Kit 1-10, & SPR1works Method Card for Fragment Library System 1 and first year warranty. The sole source determination is based on the fact that the goal for the DNA Sequencing Core is to provide cutting-edge NGS services to NIH/NHLBI investigator. Beckman Coulter is the manufacturer for the SPRI Fragment library system (or SPRIwork) and meets the unique needs of the Government's DNA sequencing core for automated NGS library preparation at intermediate throughput. Starting from fragmented double stranded DNA, the system will generate amplification-ready NGS library in five hours. Based on a proprietary SPRI (solid phase reversible immobilization) technology, the system offers an integrated and fully supported workflow for library construction designated for Illumina as well as other NGS platforms. The Beckman Coulter manufacturer system has a platform with a pre-validated "method card", and thus no additional optimization is required. In addition, the system is UNIQUE in that it is fully compatible with reagent cartridges, where all consumable (enzyme, linkers, magnetic beads) are pre-manufactured, assembled and ready-to-use. This feature eliminates potential contamination in library prep and minimizes operator variations. The platform is compatible with one sample or up to 10 samples at the same time. The flexibility is desired for the DNA Sequencing Core and perfectly meets our workflow and sequencing throughput. Therefore, it is in the Government's best interest to purchase the Beckman Coulter System. 508 apply to this requirement. You must complete the attached form and submit it with your quote. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10 Room 7N322 Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does not apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 4, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
