- Description
- The Government intends to solicit and negotiate with only one source, Digital Receiver Technologies, INC., 20250 Century BLVD STE 300, Germantown, MD, 20874-1177. The procurement will be conducted on a sole source basis in accordance with the statutory authority of Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 under the authority of FAR 13.501(a)(1)(ii). This acquisition is for three (3) each DRT9957A (Digital Receiver Technology) Tactical Transmit Receive Amplifier Modules (TacTram) and an additional 2 year product warranty. The DRT9957A is an interface with the DRT1301C+ currently in inventory and used by Soldiers for gathering Signal Intelligence. The DRT9957A is a portable, ruggedized system that improves the performance of DRT's personal communications interrogator systems. It is specifically designed as a companion module to the DRT1301C+ transceiver. The unit may also be used as a general purpose amplifier for manual and reactive jamming applications. The DRT9957A can be powered by battery, DC power or AC power adapter. The DRT9957A contains the necessary amplification and filtering to provide maximum operating range while maintaining optimum receiver sensitivity in the presence of a co-located transmitter. All associated circuitry, filters and power amplifiers are internal to the DRT9957A. The design allows simultaneous interrogation and direction finding. The frequency coverage for this devise includes North American bands plus Chainsaw and European bands: 1 transmit channel and 4 receive filtered channels. There is also a receive path available at the transmit port for simplex operations such as conventional reactive jamming. The basis for restricting competition is because the Digital Receiver Technologies, INC. is the only known manufacturer/distributor for the DRT9957A that integrates with the DRT1301C+. The NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than September 8, 2011 at 1:00 p.m. (EST). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Digital Receiver Technologies, INC. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items. Point of Contact for questions regarding this solicitation should be directed to MAJ R. Ramsey Oliver at (270) 412-7953; ramsey.oliver@us.army.mil Contract provision 52.232-18, Availability of Funds, applies to this notice. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
