Description
NAICS Code: 518210 The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Duns and Bradstreet, 4350 North Fairfax Drive, Suite 650 Arlington, VA 22203 for database extraction. The data extracted will be from SIC codes and Naics codes for the years 2000-2005 and 2006-2010. For each of the codes variables shall be extracted and a prospecting record and geo-connect data elements will be provided enabling the EPA to analyze and assess the records in support of the project. The data from Duns and Bradstreet is proprietary. Therefore, EPA believes this is the only vendor capable of conducting this study. The circumstance permitting is FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The anticipated period of performance is a 12 month base period. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
