Description
Agriculture Advisor STATEMENT OF WORK: Basic function of position: The incumbent is a senior US/TCN PSC who serves as the Mission's lead technical advisor responsible for managing, coordinating, monitoring, and evaluating USAID Liberia agriculture and food security value chain programs to implement the Agency priority Feed the Future (FtF) Initiative. This complex work program involves: technical oversight and guidance of implementing partners; coordination with other development partners, commercial, and public institutions involved with enhancing national food security and increasing employment in the private sector; leading coordination across the range of USG actors involved in FtF implementation (including USDA, African Development Fund, MCC, DoD, Peace Corps, and West Africa Regional Mission, among others); ensuring regular and effective communication and coordination with Bureau of Food Security and Africa Bureau on FtF implementation, including effective monitoring and evaluation; and representing and negotiating Liberia's FtF program and its strategic vision across the full range of Government of Liberia (GOL), bilateral and multi-lateral international donors, and USG stakeholders. Major duties and responsibilities: Technical Leadership 45% Serves as the principal technical expert and advisor to USAID Liberia on all aspects of agricultural development, extension, and education, food security, and market-driven private enterprise growth in Liberia. Leads conceptualization, design, and drafting of new agricultural and private enterprise activities, including implementation of USAID Forward. Contributes to preparing Portfolio Reviews, Operational Plans, Mission Strategic Plan, maintaining and updating Performance Management Plans (PMPs) and other M&E elements of the FtF portfolio, and other reporting requirements. Managerial Leadership 55% Serves as project manager (Cognizant Officer Technical Responsibility) for the $75 million Food and Enterprise Development (FED) value chain program which is the primary vehicle for USAID Liberia FtF implementation and the $3.7 million Smallholder Oil Palm Support (SHOPS) program; as Activity Manager for the regional LEAD program in support of CAADP implementation. This requires active participation in project and program monitoring and evaluation, preparing procurement documents, and accounts for effective completion of Mission-funded agriculture/enterprise programs. Represents the Mission at agriculture and private enterprise development meetings (e.g. regular Donor Agricultural Working Group; MOA-led Agriculture Coordinating Committee), and other functions as delegated by the Economic Growth Team Leader Ensures regular and effective communication and coordination with USAID/ Washington Bureau of Food Security and Africa Bureau on FtF implementation, including monitoring and evaluation. Maintains contacts with the GOL, NGOs, private sector, and other relevant stakeholders to follow trends in agriculture and private enterprise development in Liberia. Communication & Other responsibilities 10% Contribute to public outreach and the Mission's communication strategy Assumes other duties as directed by the Economic Growth Team Leader QUALIFICATION: Education: At least a Master's degree in agriculture, economics, business or related field. A PhD or similar higher degree in any of the aforementioned fields is preferred. Prior work experience: At least 15 years of progressively responsible work in management of agricultural development assistance programs, including five (5) years of supervisory/managerial responsibilities. Incumbent m ust have demonstrated professional work experience in agribusiness development with an emphasis on some combination of building community-based organization (e.g., co-ops, producer associations, marketing associations), value chain development, rural finance, and trade. Experience in developing and implementing training and capacity building programs to strengthen rural businesses, in establishing and growing agricultural or other rural small and medium-sized enterprises, or in working in a for-profit agribusiness is preferred. Language proficiency: Level IV English (fluency) is required for oral and written expression. Knowledge: Incumbent must be knowledgeable in the areas of agribusiness, value chain analysis, enterprise development, agricultural education and extension, and rural development. She/he must be familiar with program management, including monitoring and evaluation. Fluency in Microsoft Office applications is essential. Additional IT skills, such as the ability to use SPSS or AutoCAD software, are desirable but not essential. Skills and Abilities: The incumbent is expected to have and be able to apply strong management and analytical skills and technical knowledge of several related disciplines. The incumbent must be able to work at the highest professional standard, with minimal supervision. She/he will monitor and analyze activities, and identify possible solutions to overcome obstacles. She/he must be able to analyze development projects, work plans, and project budgets in order to determine their appropriateness. The incumbent must be able to communicate effectively both orally and in writing. She/he should have strong interpersonal skills and be able to establish and maintain productive and collaborative relations with implementing organizations, other donors, Government of Liberia officials and commercial sector executives. Supervision received: The incumbent is supervised by the Economic Growth Team Leader. Exercise of Judgment: The incumbent is required to use independent judgment and apply appropriate US government regulations in dealing with implementing organizations, GOL officials, and all other key stakeholders. She/he must be able to work with confidence at the highest levels of the GOL. Authority to make commitment : The incumbent does not commit U.S. Government financial resources but does participate in formulating, monitoring, and managing budgets for programs he/she serves as COTR or Activity Manager. Nature, Level and Purpose of Contacts: The incumbent has frequent contact with GOL officials; heads of United Nations missions to Liberia (e.g. Food and Agriculture Organization (FAO) Representative); heads of non-governmental and civil society organizations; commercial sector representatives, and other stakeholders for the purpose to enhance USAID activities and develop innovative and useful synergies. Time required to Perform a Full Range of Duties: Immediately. The incumbent is expected to be skilled in program/project management and coordination so that she/he can be able to carry out the duties and responsibilities from day one. Period of Performance : The personal service contract will be for 2 years, with possibility of extension. Extensions will be contingent on the need for continued services, satisfactory performance, and availability of funds. Reports: Upon request or as scheduled, the Contractor will submit periodic status and/or other reports related to major activities or projects that fall under the incumbent's responsibility.
