Description
Amendment 1 - extend the closing date to September 6, 2011 The Federal Bureau of Prisons, Transitional Drug Abuse Contracting Office, and Washington, D.C. are seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services in Providence, Rhode Island. The services should be within the city limits of Providence, Rhode Island, to serve inmates on home confinement in Rhode Island and within public transportation. Performance periods under this contract will be for a one-year base period to begin on October 1, 2011 with four (4) one-year option renewal periods with service ending (if all options are renewed) on September 30, 2016. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders includes: Base Year: Estimated number of Inmates = 10 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 10 inmates = 10 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 10 = 240 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 10 = 720 units Mental Health Treatment Services: Psychiatric Health Intake & Assessment = 1 report per authorized inmate x 1 inmates = 1 reports Mental Health Individual Counseling (30 minutes =1 unit) 24 units per inmate for 2 inmates = 48 units Mental Health Group Counseling (30 minutes = 1 unit) 12 units per inmate for 2 inmates = 24 units Mental Health Intake Assessment & Report (one per inmate) for 1 inmates = 1 units Medication Monitoring (two visits per inmate) for 2 inmates = 4 monitoring visits Option Year One: Estimated number of Inmates = 11 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 11 inmates = 11 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 11 = 264 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 11 = 792 units Mental Health Treatment Services: Psychiatric Health Intake & Assessment = 1 report per authorized inmate x 1 inmates = 1 reports Mental Health Individual Counseling (30 minutes =1 unit) 24 units per inmate for 2 inmates = 48 units Mental Health Group Counseling (30 minutes = 1 unit) 12 units per inmate for 2 inmates = 24 units Mental Health Intake Assessment & Report (one per inmate) for 1 inmates = 1 units Medication Monitoring (two visits per inmate) for 2 inmates = 4 monitoring visits Option Year Two: Estimated number of Inmates = 12 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 12 inmates = 12 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 12 = 288 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 12 = 864 units Mental Health Treatment Services: Psychiatric Health Intake & Assessment = 1 report per authorized inmate x 1 inmates = 1 reports Mental Health Individual Counseling (30 minutes =1 unit) 24 units per inmate for 2 inmates = 48 units Mental Health Group Counseling (30 minutes = 1 unit) 12 units per inmate for 2 inmates = 24 units Mental Health Intake Assessment & Report (one per inmate) for 1 inmates = 1 units Medication Monitoring (two visits per inmate) for 2 inmates = 4 monitoring visits Option Year Three: Estimated number of Inmates = 13 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 13 inmates = 13 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 13 = 312 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 13 = 936 units Mental Health Treatment Services: Psychiatric Health Intake & Assessment = 1 report per authorized inmate x 1 inmates = 1 reports Mental Health Individual Counseling (30 minutes =1 unit) 24 units per inmate for 2 inmates = 48 units Mental Health Group Counseling (30 minutes = 1 unit) 12 units per inmate for 2 inmates = 24 units Mental Health Intake Assessment & Report (one per inmate) for 1 inmates = 1 units Medication Monitoring (two visits per inmate) for 2 inmates = 4 monitoring visits Option Year Four: Estimated number of Inmates = 14 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 14 inmates = 14 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 14 = 336 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 14 = 1008 units Mental Health Treatment Services: Psychiatric Health Intake & Assessment = 1 report per authorized inmate x 1 inmates = 1 reports Mental Health Individual Counseling (30 minutes =1 unit) 24 units per inmate for 2 inmates = 48 units Mental Health Group Counseling (30 minutes = 1 unit) 12 units per inmate for 2 inmates = 24 units Mental Health Intake Assessment & Report (one per inmate) for 1 inmates = 1 units Medication Monitoring (two visits per inmate) for 2 inmates = 4 monitoring visits The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2011. The request for quotation will be available on or after August 19, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about September 6, 2011. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
