- The VISN 11 Network Contracting Activity (NCA) hereby gives notice of intent to award a sole source contract to Corporation for Supportive Housing (CSH), 50 Broadway, 17th FL, New York, NY 10004-3816 to provide VISN 11-wide Advisory and Assistance Services. CSH will work with the Department of Veterans Affairs to assist in organizing state-wide summits to help create areas of collaboration between homeless advocacy groups and service providers with the Department of Veterans Affairs (VA), the United States Interagency Council on Homelessness (USICH), both state and local governments, and other agencies as deemed appropriate by the VA. CSH will work with VISN 11 staff to understand the local/regional environment and local/regional experts and use that information to design events where local/regional stakeholders can gain a better understanding of the outcomes of each plan and determine areas of future collaboration to ensure homeless Veterans in VISN 11 have access to available services. CSH is a leading national advocate and advisory and assistance agency, whose mission is to help communities strategically plan how to prevent and end homelessness. CSH is capable of designing and implementing innovative models that adapt supportive housing and services to homeless subpopulations, such as people with mental illness and substance abuse disorders, and particularly, Veterans. CSH has state chapters within the VISN 11 Network boundaries that work with and advise local, state, and federal agencies (IN, IL, MI, and OH). The NCA intends to negotiate with only one source under authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. CSH is already a partner and contractor with The Department of Veteran Affairs in efforts to take decisive action toward the goal of ending homelessness among our Nation's Veterans and is familiar with VISN 11's Homeless population that includes Veterans. Please do not request a copy of a solicitation. This notice is neither a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and any capability statement provided must address services listed above. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received on or before September 15, 2011, the contract will be awarded without further notice. No telephone inquiries will be accepted. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
