- NASA, KSC has a requirement for the following items: ITEM 1: Horizon EnergySystems Proton Exchange Membrane Fuel Cells, AeroPAK, Quantity/Unit: 2 each; ITEM 2: Horizon Energy Systems Spare Hydride H2 Storage Canisters, Type 1 900 Watt hours,Quantity/Unit:5 each. FOB Destination is required.Delivery Date:8 weeks after receipt of order.NASA, KSC intends to purchase the required items from Numeridan, the only U.S. authorizeddistributor for the required Horizon Energy Systems manufactured products. These are theonly known products that will fit NASAs existing flight vehicle design without requiringdesign changes. The required items are the only known products that meets theGovernments minimum specifications and the required unique specifications: Applicable toboth ITEM 1 and 2- Combined Fuel Cells/H2 Storage Canisters: 13 inch x 5 inch x 6 inchmax volume envelope, gross mass (fuel cell and fuel canister) of 5.0 lb maximum tosupport overall vehicle mass requirements, and system has previously been integrated intooperable airframes to mitigate overall program risk. ITEM 1 -Fuel Cells: 180W minimumsteady-state power output to support vehicle mass at cruise; 540W auxiliary burst powerfor takeoff and climb out (3x cruise power); 19V minimum supply voltage, at altitude,under load, to support motor and electrical bus; and fuel cell performance parametersavailable via industry standard output protocol (RS-232, Ethernet, etc.). ITEM 2 - SpareHydride H2 Storage Canisters: Low pressure (<150 psig) hydride H2 supply forpersonnel and environmental safety. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Sept. 17, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
