- This is a sources sought synopsis announcement and market survey for information only. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up. Response to this synopsis is to gain knowledge of potentially qualified, unrestricted open market sources. Please do not request a copy of a solicitation, as one does not exist, at this time. The Government is seeking, for preliminary planning purposes only, qualified and experienced sources interested in performing the services identified in the attached Description of Services. The Description of Services represents a broad snap shot of the projected requirements. The Government is requesting that interested concerns furnish the following information to assist in the market research analysis: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, HubZone, service-disabled veteran-owned, large business, etc., under the North American Industry Classification System (NAICS) 611420, which contain a size standard of $7.0 Million. (3) Provide your company’s Cage Code. (4) Explain under which NAICS your company usually performs all the services identified in the attached Description of Services. (5) Provide a brief description of work performed under previous Government contracts, contract number, total contract value, and period of performance. Contracts should be the same or similar to the work described in the PWS. (6) Please describe any customary commercial contract terms or conditions you feel would make any resulting contract more effective. (7) Please briefly discuss your capabilities and your ability to perform the tasks in the Description of Services. DESCRIPTION OF SERVICES Unity 3D Pro Software and Training At HQ Air University MAXWELL AFB, AL 18 July 2011 HQ Air University 55 LeMay Plaza South, Building 800 Maxwell AFB, Alabama 36112-6430 1.0 Background/Objective 1.1 A4/6 promotes and advances innovation through transformative instructional technologies, methods, processes, and services to synchronize and integrate resident and non-resident instructional programs and services for Air University (AU). The activities encompass the direct support to members of the AU community, involving administrative leadership, faculty, and staff to envision, plan, test, and scale innovations as well as steward electronically delivered resident and distance-learning services, programs, and related support services. 1.2 This is a one-year contract from date of award. The quantities for Tasks 1, 2, 3, and 6 are open for determination by the A4/6I POC and valid during the award timeframe. Tasks 2, 3, 4, 5, and 6 are optional purchases for the Unity 3D Pro software and valid during the award timeframe. 2.0 Description of Services 2.1 Task 1: Purchase of Unity 3D Pro Software 2.1.1 Unity is a development environment that gets out of your way, allowing you to focus on simply creating your game. The software should be downloadable from an authorized website. The software download should be unlimited but activation of software’s full features is by purchased license code. 2.2 Task 2: Purchase of Unity 3D Pro: Android Pro 2.2.1 Unity Android Pro is an additional per-seat license that supplements an already-active Unity license. It allows for an unlimited number of titles to be published. The software should be downloadable from an authorized website. The software download should be unlimited but activation of software’s full features is by purchased license code. 2.3 Task 3: Purchase of Unity 3D Pro: iOS Pro Publishing 2.3.1 Unity iOS Pro Publishing is an additional per-seat license that supplements an already-active Unity license. It allows for an unlimited number of titles to be published. The software should be downloadable from an authorized website. The software download should be unlimited but activation of software’s full features is by purchased license code. 2.4 Task 4: Perform and Conduct Unity 3D Pro Intermediate Training 2.4.1 Unity 3D Pro Intermediate Training should cover, at a minimum, the following topics and be at the set location: 2.4.1.1 This is an add-on to the Unity 3D Pro software. 2.4.1.2 Onsite at Maxwell AFB 2.4.1.3 3 days with 1 trainer for up to 10 participants 2.4.1.4 Day 1: Introduction to Unity 3D Setting up your first project and overview of file management Creating a level in Unity 3D: Import 3-D assets (different workflow) Creating a level in Unity 3D: First-person and colliders How to create trees, grass, and water Applying lights and lens flares Applying textures to terrain and how to create custom textures 2-D & 3-D skyboxes and how to create your own skybox First-person camera setup 2.4.1.5 Day 2: How to create particles: fire and smoke How to model your level and props optimized for Unity in 3dmax or Maya How to deal with large numbers of assets and how to import multiple assets How to deal with animations, bones, FK-IK, and constraints, (multiple) materials, shaders, and normal maps in Unity versus your 3-D software Introduction to the physics component in Unity Basic scripting: Java principles Functions in Unity Point-collection game Collecting and destroying objects UI for points and timer with GUIText and GUITexture If-else condition and static variables Creating first-person shooter game Prototyping the game and how to update with final assets Setting bullet and prefabs + how to update prefabs Setting up first-person arm model Exporting animations from Maya and 3dsMax to Unity (different workflow) Setting shooter in Unity 3D Setting up timer and time level based with UI Creating different levels: Start Menu – Win – Lose – Game – High score Setting point system Load player data: score data Start - Reset game button - GUI Damage and life setup – GUITexture How to export your game as a Web version or as a standalone version for PC and Mac 2.4.1.6 Day3: Creating a basic and complex third-person game for Unity 3D 3-D character setup in Maya/Max/Softimage/MotionBuilder Character animation setup and optimization Script setup basic Script setup advanced Boxing and hitting script with physics interaction Blending animations + procedural animations Creating 2-D and 3-D side-scroller game for Unity 3D Setting up side-scroller level Setting up animation controllers Using Sprite Manager 2 for 2-D Sprite control 2.4.2 Skill Prerequisites Programming skills are not required. The workshop aids beginners to quickly get on the correct track to learning script in Unity 3D. 2.5 Task 5: Unity 3D Pro Advanced/Expert Training 2.5.1 Unity 3D Pro advanced/expert training should cover, at a minimum, the following topics and be at the set location: 2.4.1.2 This is an add-on to the Unity 3D Pro software 2.5.1.3 Onsite at Maxwell AFB 2.5.1.4 3 days with 1 trainer for up to 10 participants 2.1.5.5 Day 1: Introduction to Lightmapping and BEAST Overview of AI in Unity Introduction to multiplayer Utilizing the Unity Assets Store 2.5.1.6 Day 2: Porting your games for iOS and Android Creating iPhone game: roll a ball (orientation sensors) Exporting your game for the Development Testing & Appstore Creating iPhone game: board game (touch input) 2.5.1.7 Day 3: Creating iPhone game: First-person game for Unity iPhone Creating iPhone game: Third-person setup (Dinner with Attila) Game optimization for Web, iPhone, and iPad Extra: Augmented virtual reality with Unity and Android 2.5.2 Skill Prerequisites Programming skills are not required. Completion of the 3-day Unity Game Engine Intermediate Workshop is not required. This workshop aids intermediate users to quickly get on the correct track to use script for AI graphics and mobile development in Unity 3D. 3.0 General Information 3.1 Contractor shall collaborate with A4/6I point of contact (POC) to schedule training dates for on-site training immediately following contract approval. 3.1.1 A list of training-support equipment must be provided to the A4/6I POC at least two weeks prior to the scheduled training date. 3.1.2 Any training materials required by students as a prerequisite (reading, etc.) must be provided to the A4/6I POC at least two weeks prior to the scheduled training dates. 4.0 Government-Furnished Property, Information, and Services 4.1 Location: Classroom facilities will be provided by the A4/6I POC. Training facility will be on Maxwell AFB. 4.2 Vendor access to Maxwell AFB training location will be coordinated at least one week prior to training dates. Vendor access will be provided by the A4/6I POC. 4.3 The Government will provide all required audio-visual equipment to support each course including: Dry-erase board and markers or blackboard and chalk Screen and LCD projector with laptop Flip-chart stand, pad, and markers Outreach connection
