- Notice of Intent The National Institutes of Health (NIH), Office of Acquisitions Station Support, Simplified Acquisitions Branch on behalf of the National Eye Institute (NEI) intends to negotiate, on a non-competitive basis, with Regulatory Affairs Associates (RAA) located at 40833 Northwestern Highway, Farmington Hills, MI 48334. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1 (b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The purpose of this notice is to obtain information regarding availability and capability from qualified small business organizations to provide the services stated herein. All small business organizations ( SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. The North American Industry Classification System Code for this acquisition is 541690 and the size standard is $7.0M. The National Eye Institute proposes to continue their services with RAA for NCI's Small Business Innovation Research (SBIR) regulatory assistance program since they have unique experience in managing the program and providing the customized regulatory services that are require by NCI. This project will require the contractor to assist the NEI staff to quickly and effectively evaluate and select the top Small Business Innovation Research/Small Business Technology Transfer Research (SBIR/STTR) companies, shall provide hands-on expert regulatory review and direction of 30 hours per SBIR/STTR company, and shall focused, clear, actionable guidance on each project and what to do vis-avis FDA. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted to nickensd@od.nih.gov on or before 10:00 AM EST, Monday, September 12, 2011. All information furnished must be in writing and must contain sufficient detail. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
