- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This is a total small business set aside. The solicitation number is RFQ2173058 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-53 The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Mental Health (NIMH) has a requirement for a Two Photon Imaging system to be used with two photon laser scanning systems currently in use. To fit the requirement of the two photon imaging systems, the laser shall be pulsed with ultrashort pulse width (100-150 femtosecond). For maximum flexibility, the laser shall also be broadly tunable with a tuning range of about 680-1040 nm. In addition, average power of the laser shall be 2.5 W or above. The laser shall have an automatic dispersion compensation system (precompensation or pre-chirping). The laser system shall include a 1-1.5 year full warranty to include complete coverage for parts and service with an optional 4 year warranty. Offerors will be evaluated on their ability to meet technical specifications. Offers will also be evaluated on value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
