Description
FBO Notice for Sole Source Award United States Department of Agriculture (USDA), Rural Development (RD), intends to award a Contract on a sole source basis to: Philips & Associates, Inc. Not withstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the third (3rd) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. The contractor shall survey a designated group (randomly selected by the contractor) of customers (that will include at least 7% Spanish preference customers) who have a Rural Development 502 Single Family Housing loan serviced at the Centralized Servicing Center in St. Louis, Missouri. In order to achieve a desired 50% response rate (3,000 responses), 6000 surveys and cover letters will be mailed to homeowners considered to be in a "current" payment status. This is defined as less than 31 days past due. Since the CSC level of performance is often compared to the private sector loan servicing industry, we will not survey customers with a delinquent loan status. A second survey will be mailed 5 days after the initial survey followed by a postcard reminder. The survey will only include Section 502 loans. Bankruptcy loan types will also be excluded. The contractor's estimate shall include the following: administrative costs, analysis costs (to include tracking of data and comparisons), processing costs, mailing and postage costs (broken out by initial survey, secondary survey and postcard). The survey shall be designed to ensure completion by the audience within 7 minutes.
