- NASA/GSFC has a requirement for the followingCAPS PM Particle Extinction Monitor (QTY 3)Specifications:Wavelength: 450 nm, 530 nm and 630nm (nominal)Sensitivity (A/N =3): 2.5 Mm-1 (1 s), 0.5 Mm -1 (60 s)Response Time:1-2 sSample Flow: 0.85 1 min -1 (volumetric flow)Operating Pressure: AmbientMaterials Exposed to Sample: Aluminum, Stainless Steel, Conductive Silicone and Brass Data Output: Netbook computer provided with data acqusition and instrument controlsoftware. Uswer autonomous control available through RS-232 port on back panel. On-Board Data Storage (800 MB) - Download through USB PortSize/Weight: 19' rack mount (5U), 24' Deep, 25lbs., 61 cm x 43 cm x 23 cm, 12 kgElectric Poswer: 50 W; 100-250 VNASA/GSFC intends to purchase the items from Aerodyne Research, Inc. This particularinstrument is being procured to compliment the exisiting instrumentation both in therange of measurements available and in the ease of integration into the existing system. Due to constrained space in the mobile laboratories, the physical size of the instrumentis quite important. There is no known vendor that would fit, as seamlessly into ourexisting suite of instruments.This instrument uses a compact, optical, filter-lessmethodology, which is highly desired for remote field operations. Additional there is noknown vendor that can provide this instrument in time for the 2012 deployment of SEAC4RSin South East Asia. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 16, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications [are/are not] acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
