- Solicitation Number: NHLBI-CSB-(AR)-2011-327-CRS Solicitation Type: Competitive Suggested Source: Full and Open Competition Title: Brand Name or Equal- ActiveRAID 16 TB SATA RAID System NAICS: 423430/100 Employees The solicitation number is NHLBI-CSB-(AR)-2011-327-CRS and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53, August 4, 2011. This is Full and Open Competition. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions, COAC Services Branch, has a requirement for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Laboratory of Structural Biology Research (LSBR). Background Since its inception, the Laboratory of Structural Biology Research (LSBR) has specialized in detailed structural analysis of macromolecules, macromolecular complexes, and subcellular structures by computer-enhanced electron microscopy. The goal of these studies is to elucidate structure-function relationships at the molecular level with particular emphasis on (but not restricted to) systems that bear directly on the mission of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). This program was initiated in 1978 with the appointment of a tenure-track investigator, and progressed to become a Section in 1984- and further to Laboratory status in 1990. A typical research project involves recording electron micrographs of the highest possible quality, subjecting them to digital image analysis to elicit the maximum amount of structural information, and interpretation, taking into account all pertinent complementary data. In this context, the LSBR has performed ground-breaking studies on cytoskeletal filaments, virus particles and antigens, and complex enzymes among other important biomedical specimens. The results achieved depend both on the quality of the primary data (electron microscope images) and the scope of computer analysis. Cryo-electron microscopy - the technique of visualizing organic specimens suspended in vitreous ice - was introduced in the 1980s and has revolutionized what is achievable. The LSBR has been to the fore in these advances and in 1997 accomplished the landmark result of extending the resolution on isolated complexes below 1 nanometer for the first time. In order to maintain the LSBR program at the cutting-edge of this research field, it is necessary to periodically upgrade the hardware used in the lab. The LSBR developed a suitable infrastructure for the processing of large amounts of data through distributed processing, utilizing all resources available. This resulted in significant storage demands on a daily basis that could only be satisfied by a centralized storage configuration. The requirements for volume have grown and the current resources are marginally sufficient. The LSBR therefore has an immediate need to invest in large-scale storage. The configuration requested here will allow the LSBR to continue expanding operations and prepare for higher demand expected in the next year. The technical requirements of the new computers are as follows: 1. Must have two 16 Tb RAID systems compatible with existing Apple Xserve nodes that will serve as controllers. 2. Must have optic fiber connectivity to controllers. 3. Must communicate with cluster nodes through 10 Gb ethernet. Quotations are due September 08, 2011 by 9:00 a.m., Eastern Time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government's requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror's proposals must include itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. Note: In order to receive an award from NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov, and ORCA https://orca.bpn.gov/login.aspx. The proposal must reference the Solicitation number NHLBI-CSB-(AR)-2011-327-CRS. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
