- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request For Quotation (RFQ) number is N66604-10-Q-4683. North American Industrial Classification System (NAICS) code for this procurement is 511210. Size standard is $25 million. NUWC Division Newport intends to issue a Firm-Fixed Price contract on a Sole Source basis to Wind River Systems, Inc. of Alameda, CA. for the following item(s): CLIN 0001: Wind River General Purpose Platform VxWorks 1-year Subscription P/N 535-155133/500-155132 (Qty. 2) The basis of this Sole Source requirement is the Naval Undersea Warfare Center Division Newport Code 2520 has a requirement to procure an upgrade to its existing VxWorks Operating System. The current version does not support RFC 2460 Internet Protocol Version 6 as required by NAVSEA to support Strategic Weapons System (SWS) Shipboard Integration (SSI) Increment 4 development. Failure to provide this upgrade would result in severe impacts to the technical execution and installation schedule of the SWS/SSI Increment 4 program aboard the OHIO Class Fleet. Wind River Systems is the proprietary source of VxWorks Systems Software and is the lone distributor. Any other software will not be compatible with the system and would require an extensive weapon software redevelopment plan that would span multiple years and cost the Navy significant redevelopment costs. Required delivery is 15 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers should include price and delivery terms. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. All offerors must have an active registration in both CCR (www.ccr.gov) and ORCA (https://orca.bpn.gov/login.aspx). Defense Priorities and Allocations System (DPAS) rating does not apply.
