Description
Justification for Other than Full and Open Competitionfor JOINT IED DEFEAT ORGANIZATIONMassachusetts Institute of Technology's Industrial Liaison Program 1. Requiring Activity: Joint IED Defeat Organization2521 South Clark StreetArlington, VA 22202 Contracting Activity:U.S. Department of the InteriorAcquisition Services Directorate (AQD)381 Elden Street Suite 400Herndon, VA 20170 2. Nature and/or description of the action being approved. This is a requirement for the JIEDDO subscription to the Massachusetts Institute of Technology's (MIT) Industrial Liaison Program (ILP). It is the intent of JIEDDO to purchase a one year subscription. 3. A description of the supplies or services required to meet the agency's needs (including estimated value). Subscription to the Massachusetts Institute of Technology's (MIT) Industrial Liaison Program (ILP) that provides streamlined access to MITs intellectual capital, providing a customized program that is tailored to JIEDDO's requirements. The services include a MIT Industrial Liaison Officer (ILO), who will arrange planning and information technology discussions with JIEDDO and ensure technology collaboration with other government agencies, national and DoD laboratories, industry and academia. Estimated Value: One base year plus two (12month) option yearsPeriod of Performance: Effective from day of award for 12 months. 4. An identification of the statutory authority permitting other than full and open competition. AQD plans to award a sole source contract under the authority of FAR Part 6.302-1, 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy Agency requirements. 5. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. The MIT Industrial Liaison Program is an international program that facilitates technology knowledge to about 200 companies and government agencies. They operate within MIT's Office of Corporate Relations. They leverage what many experts believe to be the world's most successful technology and knowledge transfer programs, and they are a leader in the development of innovative tools and methods for facilitating successful university/industry collaboration. MIT was ranked No. 1 for its undergraduate programs in aeronautics and astronautics, chemical engineering, computer engineering, electrical engineering, materials sciences and mechanical engineering. MIT also ranked in the top five in biomedical engineering and environmental health engineering. They are uniquely qualified to provide JIEDDO the services described herein. The ILP provides streamlined access to MITs intellectual capital, providing a customized program that is tailored to JIEDDO's requirements. The ILO provides guidance to JIEDDO and is JIEDDO's guide and advocate at MIT. This unique program connects with JIEDDO people and programs that can enable them to successfully meet its mission to defeat improvised explosive devices (IED). The ILP is the only methodology that provides streamlined access to MITs intellectual capital, providing a customized program that is tailored to the customer's requirements. The (ILO) provides guidance and assistance to JIEDDO when researching the unique and ever changing needs of the Warfighter and to the IED threat. This unique program connects with the people and programs that help enable JIEDDO to stay abreast of new technology developments. Gain insight into a variety of issues related to current needs of the Warfighters Learn about - and exploit - new opportunities to mitigate/stop battlefield casualties and injuries from IEDs Anticipate changes in battlefield conditions Specific services provided include: Facilitated interactions with faculty, including private meetings with MIT experts and customized workshops. A stream of information serving JIEDDO's needs and interests, including industry overviews, research reports and articles. Admission to MIT Conferences and events typically provided at no additional cost, offering opportunities to network with industry and MIT colleagues. Access to Knowledge Base, placing relevant faculty and research information atyour fingertips to explore emerging technologies that may impact the Warfighter, learn about relevant research and identify faculty members working in areas of interest. JIEDDO conducted additional market research in 10 August 2011, determining that MIT Industrial Liaison Program (ILP) offers the greatest benefit to the requestor and government. Compared to other existing Industrial Liaison Programs (University of California (UC), Berkeley and LeHigh University), the ILP at MIP is the only program that assigns the requesting agency an ILO and assembles the program's services to advance the organizations agenda. They conduct visits to clients' locations and keep in frequent contact with the requesting agency representatives thereby staying knowledgeable about their needs. They draw relevant parallels to the requestor's mission and introduce them to potentially valuable advances. UC Berkeley and LeHigh University both offer Industrial Liaison Programs. However, the UC Berkeley ILP focus is directed towards electrical engineering and in computer sciences needs, through increased awareness of technological advances, challenges, and directions. The LeHigh University Center for Advanced Materials and Nanotechnology Industrial Liaison Program (ILP) is focused on nanotechnology research. The benefits offered from these programs do no correlate with needs of the requestor. MIT is the only known source that can provide the wide variety of services and expertise identified herein. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. A notice of intent to issue a sole source award will be issued on/ or approximately 29 August 2011. Offerors were permitted 10 days to respond to the notice. A combined synopsis/solicitation of the proposed contract action will be posted on the Federal Business Opportunities (FedBizOpps) website (www.fedbizopps.gov). A synopsis of the contract award will be posted on FedBizOpps and prepared in accordance with FAR Subpart 5.207. AQD shall make publically available within 14 days after contract award the justification required by 6.303-1 as required by 10 U.S.C. 253(f) (4) at www.fedbizopps.gov. FedBizOpps will include a link to the Acquisition Services Directorate website (http://www.aqd.nbc.gov) to provide access to the justification. 7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer anticipates that the price to the Government will be fair and reasonable. The Acquisition Services Directorate and JIEDDO will perform an analysis of the contractor's prices in accordance with applicable FAR provisions, procurement history, and other available pricing information. The Contracting Officer will make a determination of fair and reasonable pricing as required by statue and regulation. 8. A description of the market research conducted and the results or a statement of the reason market research was not conducted. Not Applicable 9. Any other facts supporting the use of other than full and open competition.There are no other facts supporting the use of other than full and open competition. 10. A listing of the sources, if any, that expressed in writing, an interest in the acquisition. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. JIEDDO will periodically review the market for qualified vendors by examining periodicals, performing Internet research, and consulting with personnel in the research community.
