- Description
- The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) in order to select a contractor to implement the Scaling Innovations in Mobile Money (SIMM) Project. The two-year SIMM Project will build upon current interventions in microenterprise access and mobile banking (m-banking) to expand financial services through new technologies that will boost the expansion and rapid adoption of mobile-money (m-money) services. It will create an enabling environment for m-money and increase financial inclusion for broad-based economic growth. To reach these goals, SIMM will target three broad areas of strategic intervention: (i) the payment system, (ii) government services, and (iii) electronic payroll (e-Payroll) distribution. Cutting across these strategic areas, the activities of SIMM will also address both supply and demand constraints to broader adoption of m-money in the Philippines and will promote global knowledge sharing. It is envisioned that the project team will be composed of an expatriate Chief of Party, local national Mobile Financial Services, ICT and Monitoring & Evaluation Specialists and an Activity Manager.
