Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-11-RP-0420 for the following service: The contractor shall be required to provide L1 Inscription of Small Flat Granite Markers, H1 Inscription of Granite Niche Covers and J1 Inscription of Flat Granite Markers, Thin for Puerto Rico National Cemetery, Bayamon, Puerto Rico. All potential offerors will submit at their expense two (2) granite inscription samples by the closing date of the solicitation. The samples will be used to determine the potential awardees' ability to perform inscriptions. Sample Requirement for H1 Inscriptions: One (1) granite inscription sample on a 15-3/4 inches long by 11-1/4 inches wide by ¾ inches thick plaque to be inscribed and packaged to prevent any damage during shipping. The sample should conform to the government specifications for lettering, inscription depth and layout. The sample shall be clearly marked on the back with permanent marker to show the following: Contractor Name, Solicitation Number and Name of Cemetery. Sample Requirement for J1/L1 Inscriptions: One granite inscription sample on a (15" X12" X ¾") plaque to be inscribed and packaged to prevent any damage during shipping. The sample should conform to government specifications for lettering, inscription depth and layout. The sample shall be clearly marked on the back with permanent markers to show the following: Contractor Name, Solicitation Number and Name of Cemetery. Failure to meet any of the requirements will result in the rejection of the sample(s). The sample(s) shall establish the minimum acceptable product for all inscriptions under the forthcoming contract and will be the basis for comparison of all inscription services. The sample(s) shall be received by Memorial Programs Service (MPS) prior to the closing date of the solicitation. No sample will be accepted after the closing date. The contractor shall be responsible for all work at the cemetery: Evaluation criteria for this award will be in the following order: 1) Price; 2) Technical Qualifications, and 3) Past Performance. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 327991. Size standard is 500 employees. Electronic solicitations will be available for download from http://www.fbo.gov on or about September 06, 2011. Responses to the solicitation are due on or about 2:00 P.M. on September 20, 2011. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. ****NOTE - All potential offerors who have submitted and received approval notification for a sample of same type within the last 12 months may submit a copy of that approved review with the bid to avoid submitting another sample.***** ****NOTE - All Service Disabled Veteran Owned Small Businesses shall be listed in VetBiz and been verified at time of contract award. ****
