- SF-1449 Solicitation Offer Sheet Supply-Service Contract Clauses Department of Labor Wage Determinations Under the Service Contract Act, WD 05-2063 Scope of Work entitled ' Natural Gas Tankless Hot Water Heater Installation at USCG Housing Santa Barbara' The U.S. Coast Guard has a requirement to replace the existing hot water heaters located in the following eight (08) US Coast Guard owned homes, with Tankless Hot Water Heaters (Bosch or Rinnai) units, presently under GSA Federal Supply Schedule. The United States Coast Guard (USCG) intends to enter into a Delivery Order with a company who currently posses a GSA Federal Supply Schedule for Natural Gas Tankless Water Heaters. Please provide a Firm Fixed Price (FFP) Quotation for the requirements established within the attached Statement of Work (SOW) entitled, Scope of Work for Natural Gas Tankless Hot Water Heater Installation, dated August 25, 2011. The FFP proposal should be reflective of the unit prices for the appropriate model and also the labor category necessary to remove the existing 40 Gallon Gas Water Heaters and installation of the Natural Gas Tankless Hot Water Heaters. Please ensure that your Total Firm Fixed Price Quotation is broken down to accommodate the following Three Line Items as reflected below and contained within the Statement of Work. The contractor shall provide all personnel, equipment, accessories, supplies, tools, materials and project supervision, necessary for the items reflected herein and in the attached Statement of Work entitled "Natural Gas Tankless Hot Water Heater Installation", dated August 25, 2011. 1) Removal and disposal of eight existing 40 gallon gas water heaters located within the housing units. 2) Delivery of eight (08) each Natural Gas Tankless Hot Water Heaters to these same housing units. 3) Provide the installation of the eight (08) Natural Gas Tankless Hot Water Heaters. Pre-Quote Conference/Site Visit: A Pre-Quote Conference is A Pre-Quote Conference is scheduled for Wednesday, September 13, 2011 at 09:00AM. Within two days of the scheduled Pre-Quote Conference, the prospective contractors planning to attend, shall provide the names of the contractor personnel intended to attend, to LT. Chad J. Quotation Due Date: It is requested that your Firm Fixed Price Quotation be submitted no later than the Close of Business on September 19, 2011. Robuck: chad.j.robuck@uscg.mil. All questions must ve submitted and received by the close of business on Wednesday, September 14, 2011. Quotation Evaluation: Quotes for the Natural Gas Tankless Water Heaters shall be in accordance with current GSA Federal Supply Schedule Pricing. Removal of existing Water Heaters and associated installation of the Tankless water Heaters shall also be in accordance with GSA FSS Pricing and Department of Labor Wage Determination. Quotations shall be evaluated based on a "Lowest Price Technically Acceptable" basis. The Service Contract Act applies to this solicitation and subsequent resulting contract. Wage Determination, WD 05-2063 (Rev. -11) for the California Counties of San Luis Obispo and Santa Barbara, is attached to this solicitation for your reference. Check the https://dol-esa.gov/SF98 for the current wage determination information from the Department of Labor. Contract Invoicing/Payment: Contractor may submit invoices after the completion and acceptance of each phase of the contract. The solicitation documents, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-52. The following FAR Clauses are applicable: FAR 52.212-1 Offerors Representations and Certification-Commercial Items: FAR 52.212-4 Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders.
