- Description
- NASA/GSFC has a requirement for two Beta-Attenuation Mass (BAM) Monitors to measurebeta attenuated mass concentrations up to predefined aerosol size thresholds.NASA/GSFC intends to purchase the items from Met One Instruments, Inc., pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. These particular instruments would complement an existingparticulate material instrumentation both in range and measurements. Due to constrainedspace in mobile laboratories there is no other instrument that would fit seamlessly intothe existing suite of instruments. Additionally, the instruments need to be available forthe South East Asia Composition, Cloud, Climate Coupling Regional Study (SEAC4RS) 2012deployment which will require a significant amount of preparation time to integrate themonitors physically with the current instrumentation.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 14, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
