Description

Justification and Approval for Sole Source This is a notice of a proposed contract action published to notify potential sources that the USDA, Animal Plant Health Inspection Service (APHIS), Human Resources Division (HRD) contracting office intends to issue a sole source award to the Blanchard Training and Development Incorporated for the purchase of virtual training materials. The training materials are for the Situational Frontline and Situational Leadership development courses. APHIS has offered a series of Situational Frontline and Situational Self leadership development courses through certified instructors that participate with Ken Blanchard through an existing GSA contract. Currently APHIS will participate in the virtual method of this course to reduce costs. To deliver this program, we are required to use the prescribed, off-the-shelf participant materials of the same course line, available only through this vendor. Ordinarily, these materials would be under GSA contract; however these particular materials are not at this time since this method is fairly new for the company. In order to maintain consistency, have to continue to offer these trainings using Ken Blanchard. These courses have been previously taken by many APHIS employees in a classroom setting and these series of courses build on each other, therefore, maintaining this same series and course structure is vital in ensuring that the participants retain the information they have learned in the previous trainings that they attended. The USDA, APHIS intends to award a firm fixed price purchase order to Blanchard Training and Development with an estimated value of $61,850.00. See the attached Justification and Approval.
