- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Multiple Contractors will be considered. STATEMENT OF WORK A. Statement of Work for Emergency Fuel Deliveries to Fort Detrick: 1. Contractor shall provide all labor and equipment to deliver fuel at the most economic price available, to the U.S. Army Garrison Fort Detrick (USAGFD), MD. Total quantity of fuel shall not exceed 10,000 gallons and contract will not accept any order for fuel that exceeds the total quantity of 10,000 gallons. Applicable Contract Line Item Numbers are 0001and 0002 which shall not be available for use until 1 October 2011 and are Subject to Availability of Funding. 2. Orders for fuel deliveries will be transmitted telephonically from authorized USAGFD Department of Public Works (DPW) personnel. Minimum delivery shall be 500 gallons and maximum delivery shal l be not more than 2,000 gallons. Most deliveries shall be scheduled during normal working hours 0800-1500 hours, Monday through Friday, however, Contractor shall be required to deliver fuel after hours and during weekends, holidays, and during inclement weather and in emergency situations and must deliver fuel within 24 hours or less from time of fuel order. Contractor shall provide a Point of Contact and phone number of compnay individual that can be contacted to arrange for fuel delivery on a 24/7 basis. 3. All deliveries shall be escorted by government personnel and met at OLD FARM GATE LOCATED ON ROSEMONT AVENUE. 4 Each fuel delivery shall have a separate ticket, and Contractor shall provide a FUEL OIL SPECIFICATION SHEET for each delivery. Contractor shall comply with applicable Army Safety Regulations, Federal, State and Local Regulations pertaining to water, air, and noise pollution. 5. Variation in quantity authorized to permit plus or minus 10% variation. 7. Contractor shall provide documentation of "ULTRA LOW SULFUR DIESEL CERTIFICATION of SULFUR CONTENT". B. Statement of Work for Emergency Fuel Deliveries to Forest Glen, Silver Spring, MD. 1. Contractor shall provide all labor and equipment to deliver fuel at the most economic price available, to the U.S. Army Garrison Forest Glen (USAGFG), Silver Spring, MD. Total quantity of fuel shall not exceed 10,000 gallons and contract will not accept any order for fuel that exceeds the total quantity of 10,000 gallons. Applicable Contract Line Item Numbers are 0003and 0004 which shall be available for use effective the date of award. 2. Orders for fuel deliveries will be transmitted telephonically from authorized USAGFG DPW personnel. Minimum delivery shall be 500 gallons and maximum delivery shall be not more than 2,000 gallons. Most deliveries shall be scheduled during normal working hours 8:00 AM to 3:00 PM, Monday through Friday, however, Contractor shall be required to deliver fuel after hours and during weekends, holidays, during inclement weather and in emergency situations. Routine deliverues shall be made within 24 hours of receipt of order for fuel, however, emergency fuel orders may be required with as little as four (4) hours notice. Contractor shall provide a Point of Contact and phone number of compnay individual that can be contacted to arrange for fuel delivery on a 24/7 basis. 3. All deliveries shall be escorted by government personnel and met at Main Gate located at 8998 BROOKVILLE RD. SILVER SPRING, MD. 20910. 4 Each fuel delivery shall have a separate ticket, and Contractor shall provide a FUEL OIL SPECIFICATION SHEET for each delivery. Contractor shall comply with applicable Army Safety Regulations, Federal, State and Local Regulations pertaining to water, air, and noise pollution. 5. Forest Glen building and fuel tank locations follow. Because of locations of some tanks, 100 foot fuel hose is required: Building 500: 2 tanks --- one 385 gallon and one 2,000 gallons Building 503: 503 generator----2,000, Building 503C --- 300 gallons, Building 503D --- 300 Gallons, Building 503E ---- 300 gallons Building 508: --- 500 gallons Buikding 509: --- 300 gallons Building 511: (generator only) 2,000 gallons; Building 511A --- 50 gallons, Building 511B --- 50 gallons Building 512: --- 100 gallons Building 162: --- 50 gallons Building 178: --- 1,000 gallons Building 609: --- 500 gallons Building 602: --- 100 gallons Building 2500: --- 1,000 gallons 6. Variation in quantity authorized to permit plus or minus 10% variation. 7. Contractor shall provide documentation of "ULTRA LOW SULFUR DIESEL CERTIFICATION of SULFUR CONTENT". C. Regulations: The following regualtions are applicable to this contract: Clean Air Act (CAA) - 40 Code of Federal Regulations (CFR) 70 Clean Water Act (CWA) - Oil Pollution Regulation 40 CFR 112 Maryland Department of Environment (MDE) Oil Spill regulation Code of Maryland Regulation (COMAR) 26.10.01.01 to.01.27 Control of Noise Pollution COMAR 26.02.03 Army Regulation (AR) 200-1 Environmental Protection and Enhancement.
