Description
The National Heart, Lung, and Blood Institute (NHLBI), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to solicit, negotiate, and award contracts on a non-competitive basis to the four current Clinical Centers for the Osteoarthritis Initiative (OAI). The current Clinical Centers include: the University of Maryland, Baltimore 511 W. Lombard Street Baltimore, MD 21201; University of Pittsburgh 123 University Place Pittsburgh, PA 15213; Ohio State University 333 West 10th Avenue Columbus, OH 43210; and Memorial Hospital of Rhode Island 111 Brewster Street Pawtucket, RI 02860. The current Clinical Centers will complete participant follow up visits for OAI. The cited authorities are 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. The anticipated period of performance is for a period of two and one half years. The four Clinical Centers were awarded on a competitive basis in 2002. Awarding contracts to the current Clinical Centers will allow for consistency with their past history as the existing Clinical Centers for the OAI. Each of these centers has an established participant cohort and a 3 tesla magnetic resonance scanner that is exclusively used by the OAI for scanning participants. Additionally, each of the centers has a large dedicated clinical space for the administration of the numerous physical and functional exams and questionnaires. The Clinical Centers have established systems for transmission of clinical (scanned) and imaging (electronic transfer) data to the Data Coordinating Center and trained staff for data cleaning and editing. Each center has trained and certified personnel who are responsible to carrying out the prescribed protocol reliably and reproducibly. Clinic personnel have been trained and certified to carry out these measures. Strong working relationships exist between with the four existing clinical centers and the Data Coordinating Center. Because clinic visits of the cohort are carried out yearly within a very tight time window, it is essential that there is no time lag between contracts. The Centers are in the midst of the 72 and 84 month visits and 96 month will begin in 2012. Thus, there is a need for continuous clinic activity from the existing contract to the new one. Continued function of the four clinical centers will results in a low risk, continuity of effort, cost effective, and efficient process. To achieve the goal of the OAI's 8 years of follow-up for this cohort, it is essential to have those currently enrolled complete these visits. For consistency purposes, the data collected at these final visits of the OAI cohort must be done in an identical manner to those already in the dataset. This is best and most efficiently accomplished by the same experienced team. Other organizations would not be familiar with the cohort or able to retain the participation of these individuals. If these duties had to be performed by other organizations, there would be considerable cost to the government for start-up and establishment of systems that currently exist at each of the Clinical Centers and unacceptable delays in fulfilling the NIAMS requirements. To capitalize and expand upon the resources of data, specimens, and infrastructure developed over the last nine years, the aims of the follow up study, in collaboration with a to be named Coordinating Center will include: (1) complete 72, 84, and 96 month follow-up visits to assess knee health in the existing cohorts in Baltimore, Maryland, Columbus, Ohio, Pawtucket, Rhode Island and Pittsburgh, Pennsylvania, (2) manage the information generated in conjunction with a to be named Coordinating Center with respect to: recording, transmitting, analyzing and storing computerized X-ray and MR image data, (3) maintain confidentiality, data retrieval, tracking the recruitment process, and appropriate screens and/or optical scanning for data input, and (4) carry out adjudication procedures, as developed and currently used in the OAI, for reported deaths of participants and total hip and/or knee replacements. This notice of intent expires 15 days from its posting. This is not a request for proposals (RFP). The estimated award date is July 2012. All responsible sources may submit capability statements demonstrating their ability to perform this research effort on the same study participants.
