Description
This is a market survey for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Quote and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. All information submitted will be held in a confidential status. This Sources Sought/Market Research is to identify potential sources capable of providing Water Gel Explosives, DODIC: MY77, NSN: 1375-01-180-5779, manufacturing names include Detagel or Tovex 100, size 1.25 inch x 8 inch, to be used in dog scent kits. Water gel explosive are encased in a plastic covering secured at each end by a wire tie or crimp and contains approximately one-half pound of grayish, putty-like explosive with a clear to reddish colored liquid filler. Water gel explosive is considered less sensitive to shock and impact than commercial dynamite. The Water gel will be packaged in accordance to commercial standards and shipped in accordance with Department of Transportation requirements. Ammunition Data Cards shall be prepared in accordance with MIL-STD-1168 and shall follow the format required by the world wide web application identified as WARP or Worldwide Ammunition-data Repository Program. Interested companies should respond by providing the Government the following information: a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The NAICS code for this contract is 325920 with a business size standard 750 employees. Please indicate your business size in your response. Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for economical production. A respondent should demonstrate the ability to procure the Water Gel (Tovax 100/Detagel) from the manufacturer and satisfactory past performance in the explosives industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to provide this item. If a respondent does not have adequate resources (technical, personnel, etc) available, the respondent must be able to demonstrate and should describe their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractor must also meet the criteria. All contractors interested in this potential future acquisition must be registered in the Central Contractor Registration Database. All payment requests and receiving reports will be submitted electronically via Wide Area Work Flow (WAWF). Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for these items.
