- This is a Notice of Intent to award a sole source task order against a General Service Administrative Contract using Federal Acquisition Regulation FAR Part 8. The Army Contracting Command Aberdeen Proving Ground, Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, Maryland 21005 has a requirement for Oracle Data Base/Warehousing and Application Programming support services to the US Army Materiel Systems Analysis Activity. The Government intends to award a sole source GSA task order to Nanavati Consulting, Inc. 109 Longfellow Drive, Millersville, Maryland 21108. Nanavati Consulting Inc. shall be responsible for executing a performance based task order against their General Service Administrative (GSA) contract. The contractor shall provide non-personal services to support the development and maintenance of AMSAA's broad spectrum technical mission and business related web-based Oracle applications (current systems and future new start requirements) as well as the interface between the materiel/weapon and logistics data sources and the analysts/engineers performing the M&S and analysis activities. Nanavati Consulting Inc shall also provide both unclassified and classified Oracle database, application and website support, which impacts the entire AMSAA materiel and logistics systems data, analysis and M&S program and provide other miscellaneous Oracle technical support to the AMSAA G-6 Information Management business area and the AMSAA technical divisions. Only Nanavati Consulting Inc. is capable of providing the services required at the level of quality required because the services are unique and highly specialized. Nanavati Consulting unique in-depth knowledge of Army/DoD data across the entire continuum of its life and use has continually enables and facilitates AMSAA's entire technical program well beyond the investment. Without this combined, tailored, hybrid support of Oracle support that encompasses unique and specialized knowledge of Army/DoD logistics and materiel/weapons data, the quality and timeliness of AMSAA analytical products across the full breadth and depth of the organization's technical mission areas (both Current Operations and Army Modernization/Transformation) would be severely and adversely impacted. All responses received within 10 days after date of publication of this notice will be considered by the Government, posted September 7, 2011. A determination by the Government not to compete this proposed task order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Standard Time, September 18, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
