- Salient Characteristics of Motor Statement of Work The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center in Woods Hole, MA is soliciting quotes for the below mentioned outboard motor and installation. This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number NFFM7210-11-07220, in accordance with guidelines of FAR Part 12, Commercial Items. This is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 441222, with a size standard of $7,000,000 in average annual receipts. The National Oceanic and Atmospheric Administration (NOAA) will award a single Firm Fixed Price type contract based on the Lowest Price Technically Acceptable. The following supplies and services are being procured: Line # / Brand / Line Description 0001 / Yamaha / F250 Motor, $_____ 0002 / Yamaha / Command Link Plus Digital Electronic Controls and Rigging System, $_____ 0003 / Yamaha / Single Engine Combo Screen, $ ______ 0004 / Yamaha / Command Link Plus Single Key Switch Panel, $________ 0005 / Yamaha / Appropriate Stainless Steel Propeller for motor and boat, $_____ 0006 / Remove existing outboard motor and install new outboard motor and accessories according to attached Statement of Work, $_______ 0007 / Flush, clean, and refill gas tank with 20 gallons of fuel, $________ Government will transport the 21' Boston Whaler to the contractor's location, which should be within 50 miles from 166 Water Street, Woods Hole, MA 02543. Please see attached documents for Statement of Work and Salient Characteristics of the Motor sought. Note to Quoters: The contractor shall include all parts, labor, and material needed to remove and replace the existing motor. Quoters should consider including a trade in value (credit), if applicable, for the 2003 Mercury 225 Optimax (this outboard has a thrown rod, but all other parts, including the lower end, are in good working order). The following FAR provisions that apply to this acquisition and are incorporated by reference or in full text: FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008) FAR 52.212-4, Contract Terms and Conditions--Commercial Items (MAY 2011) FAR 52.211-6, Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by-- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of Provision) FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2011) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision.
