- Price sheet. Clauses and Pr ovisions 1st two pages of solicitation Statement of Work •1. Introduction and Overview The Office of Human Resources Management (HRM), Occupational Safety and Health (OSH) Division needs to establish a Blanket Purchase Agreement (BPA) with a vendor to perform annual calibrations and repairs as needed for 70 CBP owned Fluke 451P Survey Meters. •2. Background The Nuclear Regulatory Commission (NRC) controls the CBP license to use radioactive materials which are incorporated into our VACIS, RIIDs and Busters, as well as our training sources. To maintain our license the NRC requires CBP to perform surveys to ensure that radiation doses to our employees and the general public are kept below regulatory limits. A properly calibrated survey meter is required to perform this survey. Proper calibration of a survey meter requires a National Institute of Standards and Technology (NIST) traceable radiation source, usually Cesium-137, and a room large enough to avoid radiation scatter off the walls. A Health Physicist then calculates the expected exposure rate at different distances and through different thicknesses of shielding. The survey meter is adjusted so that it is reading the correct exposure rate at a number of distances and through a number of different thicknesses of shielding medium. CBP uses the Fluke 451P Pressurized Ion Chamber Survey Meter to perform these measurements. This meter was chosen in the past as the best survey meter for the work we were doing. The OSH Division currently owns 70 451P Survey Meters that are being used throughout the country. The survey meters require calibration annually and the pressurized chamber normally lasts about seven years before requiring repair/replacement. Currently, calibrations and repairs are being performed by Fluke Biomedical. However, the OSH Division has too many survey meters, with the annual cost exceeding $16,000, to continue using the purchase card for this service. •3. Scope of Work The OSH Division needs a vendor whom we can ship the Fluke 451P Pressurized Ion Chamber Survey Meters to for annual calibrations. It is preferable to use a vendor who can also perform repairs when deemed necessary by either OSH Division personnel or by the vendor who is performing the calibrations. After the calibration and/or repairs are completed, the vendor would then be required to ship the survey meter back to the OSH Division.
